According to reports, Russian soldiers tortured people detained for providing information to the Ukrainian army in areas occupied by Russian forces.

Electric shocks were used for torture, and in some cases even resulted in death.

In Kherson Province, sexual violence against women was confirmed, and in some cases, victims' families were locked in a neighbor's room and told how they were being violent.

At the press conference, a member of the investigative committee said, "Russia's tactics are brutal, systematic, and widespread, and may amount to crimes against humanity under international law," and indicated that Russia would pursue responsibility.
