"Intellectual Property Support Comprehensive Innovation" is the theme of the 9th China Intellectual Property Annual Conference, which opened in Jinan, Shandong Province on September 19. The determination of this theme, as Shen Changyu, Director General of the State Intellectual Property Office, said in his speech, is a concrete action and practical measure to deeply implement the spirit of the <>th National Congress of the Communist Party of China. China has made remarkable progress

"Over the past 50 years, China has made impressive progress in innovation and creativity." Wang Binying, Deputy Director General of the World Intellectual Property Organization (WIPO), said while attending the meeting.

This year marks the 50th anniversary of WIPO's cooperation with China. In this enduring partnership, WIPO has also witnessed China's outstanding performance. Wang Binying mentioned that China has performed well in many GII (Global Innovation Index) indicators, and is a world leader in geographical indications and plant varieties. And China's digital economy contributes 40% of GDP, an achievement that reflects the emergence of a new global growth engine. According to Wang, this phenomenon is "also very obvious throughout Asia".

Asia, on the other hand, is becoming a hub for innovation. According to WIPO statistics, seven out of 10 IP applications originated from Asia and six out of 7 applications for R&D funding came from Asia. China plays an important role in this. "China ranks eleventh in the GII 10, on par with the United States, highlighting the growing influence of developing countries in the global ecosystem." Wang Binying said.

Ren Aiguang, deputy director of the Department of Science and Technology of the Ministry of Industry and Information Technology, confirmed this progress with a set of data: the number of high-value patents per billion yuan of revenue of enterprises in key manufacturing areas above designated size increased from 2014.0 in 62 to 2021.2 in 33.

This change also stems from the recognition of the importance of IP. "Global industrial science and technology competition is increasingly fierce, intellectual property rights play an important role in international competition, the global competition of infrastructure systems in important fields has become the focus, there are unstable and uncertain factors in China's relevant industrial chains and supply chains, and it is urgent to strengthen the construction of industrial infrastructure such as intellectual property rights, and strengthen the creation and application protection of independent intellectual property rights in key fields." Ren Aiguang said.

It is worth mentioning that last year, the State Intellectual Property Office and the Ministry of Industry and Information Technology jointly issued Several Measures on Intellectual Property to Help the Innovation and Development of Specialized, Specialized and New Small and Medium-sized Enterprises to help enterprises enhance their core competitiveness. The Ministry of Industry and Information Technology has also launched and implemented a special action for small and medium-sized enterprises to replicate scientific and technological achievements, and assign standard brand quality to small and medium-sized enterprises.

More than 3,5 national science and technology-based small and medium-sized enterprises have been put into the warehouse, more than 2,6 high-tech enterprises have been cultivated, and the total number of human resources has exceeded 1500 million; the world's first high-speed maglev transportation system with a speed of 600 kilometers per hour has rolled off the line, the world's first commercial diesel engine with a thermal efficiency of 50% has been launched, and intelligent transportation, quantum communication, major new drug creation, hydrogen energy and other fields have developed by leaps and bounds.

Safeguards for the rule of law have been comprehensively strengthened

This year, China's intellectual property management system has achieved new major optimization and adjustment. The legal protection of intellectual property rights has been comprehensively strengthened, and the protection of intellectual property rights has become more powerful. Important progress has been made in revising the Implementing Rules of the Patent Law, the revision of the Trademark Law and its Implementation Regulations and the Regulations on the Protection of Integrated Circuit Layout Designs has been accelerated, and the unified legislation on geographical indications and the construction of rules for the protection of data intellectual property rights have formed a framework idea. The quality and efficiency of intellectual property examination have been further improved, the construction of national intellectual property protection demonstration zones has been fully launched, the work of patent administrative adjudication has been vigorously strengthened, and the guidance mechanism for responding to foreign-related intellectual property disputes has been improved.

The transformation and application of intellectual property rights has been comprehensively accelerated, and the level of public services has been accelerated. With the industrialization of patents as the goal, take the lead in formulating a three-year action plan for the transformation and application of patents, and provide source living water and technology supply for the development of the real economy. Launch the implementation of the project of inclusive intellectual property public services, with wider coverage, higher efficiency, better service and better experience of intellectual property public services.

Offline meetings on international cooperation on IP have been fully restored, and all parties have become more closely linked. Actively participating in China-US-China-US, EU-Japan-ROK intellectual property cooperation, deepening and expanding BRICS intellectual property cooperation, and holding China-ASEAN and China-Central Asia intellectual property cooperation conferences have provided more powerful support for creating a fair, just, open and transparent business environment.

Focus on optimizing the innovation environment

In the future, how intellectual property can support comprehensive innovation is a major issue facing us today.

Wang Binying believes that this is an era of "opportunities and challenges", and the three major trends will reshape the pattern. In addition to the previously mentioned trend that Asia is becoming a hub for innovation, two other trends are: the rapid development of frontier technologies and the rapid increase in intangible assets.

As far as the former is concerned, the rapid development of innovative technologies including artificial intelligence, supercomputing, automation and so on brings us many challenges. "Our goal is to ensure that innovation and IP are used in a balanced and inclusive way to create our well-being for the benefit of all." Wang Binying said.

In the latter case, IP, which includes intangible assets such as patented brand design and content, currently accounts for 90% of global business value and 54% of global listed companies, reaching a staggering value of $74 trillion, reflecting the resilience and dynamism of global innovation and creativity, as well as unprecedented challenges.

"Given these key developments just mentioned, we must not (only) view intellectual property as a technical and legal issue, but rather as a catalyst for employment, investment, business and social progress." As a global IP forum, WIPO will work closely with all Member States to unlock the potential of IP, strengthen partnerships with stakeholders, and make IP a powerful tool for shaping a sustainable world.

Shen Changyu said that the next step will be to optimize the innovation environment and business environment while increasing the supply of the intellectual property system, comprehensively strengthen the protection of intellectual property rights, increase the supply of intellectual property public services, equally protect the intellectual property rights of all types of subjects in accordance with the law, help create a first-class business environment, and promote the construction of a unified national market.

At the same time, we will strive to promote high-level scientific and technological self-reliance, improve the research mechanism of key core technologies supported by intellectual property rights, promote the deep integration of patent chain with industrial chain, innovation chain, capital chain and talent chain, and help solve the "stuck neck" technical problems.
