Grande-Marlaska has also stated that the Supreme Court's decision to uphold the appeals of Civil Guard Colonel Diego Pérez de los Cobos on his promotion is "a purely formal matter."
The head of Interior has indicated that what has happened is that "in the process of promotion of three generals from the General Directorate of the Civil Guard was not sufficiently completed the evaluation report or suitability of the candidates."
This lawsuit has taken a new turn this week, when the Supreme Court estimated three appeals for Marlaska's decision not to promote him to brigadier general.
In this context, the minister has indicated that "it has simply been stated that in the process of promotion of three generals from the General Directorate of the Civil Guard, because the evaluation report or suitability of the candidates was not sufficiently completed, that is a merely formal issue that will be corrected in a timely manner. " He also added that "these three generals are of personal and professional competence and unquestionable as their years of professional career and their last destinations can attest."
Colonel Pérez de los Cobos was dismissed for leaking two reports related to Covid and the 8-M protest in 2020. The high command of the Civil Guard had participated in the 1-O and after the relevant evaluations was the most suitable candidate for promotion, however, the leak of the reports led the minister to avoid his promotion for an alleged loss of confidence. Currently, after a decision of the Supreme Court he is still the head of the Civil Guard Command in Madrid.
