The draft defines preschool education as the care and education of children from the age of three to the beginning of primary school in pre-school institutions such as kindergartens. The draft emphasizes that the development of preschool education adheres to the government's leadership, mainly organized by the government, vigorously develops inclusive preschool education resources, and guides and regulates the participation of social forces.
For "improving the planning and holding mechanism and promoting the supply of resources", the draft proposes to strengthen the responsibility of the government to run parks, require local governments to set up public parks in accordance with the law, guide and regulate social forces to set up private parks, and actively support private parks to provide inclusive preschool education services; Formulate kindergarten layout plans based on county-level administrative divisions, and incorporate the construction of inclusive kindergartens into the unified planning of urban and rural public management and public service facilities.
The draft also proposes strict establishment conditions and procedures, clarifies the conditions that should be met for the establishment of kindergartens, and requires obtaining permission from the education administrative department to run schools and registering as a legal person. At the same time, the draft proposes to curb excessive profit-seeking, and prohibit the use of fiscal funds and state-owned assets to set up for-profit private parks; Prohibit private capital from controlling public parks and non-profit private parks through mergers and acquisitions, control by agreement, etc.; Kindergartens shall not be listed directly or indirectly as enterprise assets.
In order to standardize the implementation of preschool education and improve the quality of preschool education, the draft clarifies that the guarantee of admission to kindergartens is strengthened, and local governments are required to take measures to promote the convenience of school-age children to receive preschool education nearby; Preschool children are not allowed to organize any form of examination or test when entering the kindergarten.
At the same time, the draft emphasizes the regulation of childcare and education activities, requiring kindergartens to adhere to the principle of combining care and education, scientifically implement childcare and education activities in accordance with the laws of physical and mental development and age characteristics of preschool children, and must not teach the content of the primary school curriculum.
In addition, with regard to "strengthening the construction of the teaching staff team and improving the quality of teachers", the draft clarifies that kindergarten teachers and staff should meet the prescribed conditions, obtain corresponding professional qualifications or receive relevant professional training. The draft also states that kindergarten teachers and other staff shall report to the administrative department of education for the record, conduct background inquiries and health examinations, and must not be hired if there are circumstances that may endanger children's physical and mental safety and are not suitable for preschool education work.
In terms of strengthening the management of fees, the draft requires that the fee standards of public parks and non-profit private parks be reasonably determined, the supervision of fees should be strengthened, and reasonable fees should be guided; Kindergartens implement a fee publicity system.
