The Implementation Plan for Rural Construction Action in Guangdong Province was issued
By 2025, all administrative villages in the Pearl River Delta will meet the standard of beauty and livability
Nanfang Daily News (Reporter/Huang Jin Peng Lin) Recently, the general office of the provincial party committee and the general office of the provincial government issued the "Guangdong Province Rural Construction Action Implementation Plan" (hereinafter referred to as the "implementation plan"), putting forward 22 clear deployment requirements from five aspects: overall requirements, planning guidance, construction actions, promotion mechanisms and strengthening organizational guarantees, and solidly promoting the rural construction of our province.
The "Implementation Plan" pointed out that it is necessary to put rural construction in an important position in socialist modernization, focus on promoting the "high-quality development project of 100 counties, thousands of towns and villages", focus on the construction of inclusive, basic and thorough people's livelihood, establish an implementation mechanism from the bottom up, villagers' autonomy and peasant participation, strive to make rural areas have better production and living conditions, let the vast number of peasants live a modern and civilized life, and provide strong support for Guangdong to take the forefront in promoting Chinese-style modernization.
The "Implementation Plan" proposes that by 2025, the province's rural construction will achieve remarkable results, the rural living environment will be significantly improved, the integration of urban and rural infrastructure and the equalization of basic public services in the county will be significantly improved, the construction of rural spiritual civilization will be significantly strengthened, and efforts will be made to build livable, workable and beautiful villages with Chinese style, Lingnan style and Guangdong characteristics, all administrative villages in the Pearl River Delta will meet the standard of beauty and livability, and more than 80% of the administrative villages in the coastal economic belt and the northern ecological development zone will meet the standard of beauty and livability.
In terms of strengthening planning guidance, the Implementation Plan puts forward three key tasks: promoting the optimization and upgrading of village planning, rationally optimizing the layout of rural land, and promoting the effective implementation of village planning, such as clearly prioritizing the improvement of village planning for suburban integration, characteristic protection, and agglomeration promotion, and focusing on keeping villages clean and tidy to provide basic public services for the left-behind population; Gradually promote the entry of village planning data into the database, incorporate village planning into the management of "one map" of land and spatial planning, and incorporate village control rules into village rules and people's agreements.
In terms of specific implementation, the plan puts forward six actions for rural construction, namely, the five-year action to improve the rural living environment, the action of agricultural housing control and rural style improvement, the action of integrating urban and rural infrastructure in the county, the action of improving basic public services in rural areas, the action of rural construction demonstration and creation, and the action of party building leading rural construction.
Each of the six actions sets specific goals: by 2025, the rural harmless sanitary toilets will be basically universalized, the roads in the village will be basically hard-bottomed, and large areas of black and odorous water bodies will be basically eliminated; A number of rural revitalization demonstration belts with distinctive characteristics and strong radiation driving ability have been basically built around cities, major transportation lines and important tourist areas; Small towns (xu towns) have basically built rural governance centers, rural service centers, rural economic centers, etc.
The Implementation Plan also puts forward specific requirements from six mechanisms: improving project bank management, project implementation, villagers' participation, social force participation, rural public infrastructure management, and stationing in towns to help towns and villages, so as to innovate the rural construction promotion mechanism.
