1. According to the principle of who owns who is responsible and who uses who is responsible, urban house owners and users (hereinafter collectively referred to as decoration people) are the first responsible persons for the safety management of house interior decoration and decoration, and the implementation of house interior decoration and decoration activities shall strictly abide by the relevant laws, regulations and rules, and strictly implement the provisions that must entrust design units and decoration enterprises with corresponding qualification levels under statutory circumstances. Before implementing the interior decoration and decoration of the house, the property service enterprise or the housing management agency (hereinafter referred to as the management unit) should be notified to go through the registration procedures and sign the decoration and decoration management service agreement. Install the outdoor unit of air conditioning in accordance with the standard specifications, strengthen the safety management of the outdoor unit of the air conditioner, and strengthen or replace it in time if there is a risk of falling. Where the decorator and the decoration and decoration enterprise entrusted by him carry out decoration and renovation activities in violation of laws and regulations, they shall bear the relevant expenses such as rectification, demolition and restoration projects. The following acts affecting the main body of the building and the load-bearing structure are prohibited:

(1) Changing the main body of the building and the load-bearing structure without the original design unit or the design unit with the corresponding qualification level proposing the design plan;

(2) Without the original design unit or the design unit with the corresponding qualification level proposing a design plan, increasing the floor load in excess of the design standards or specifications;

(3) Expand the original size of doors and windows on the load-bearing wall;

(4) Demolishing brick and concrete walls connecting balconies;

(5) Other behaviors that affect the safety of bearing and using building structures.

2. When the design unit undertakes the interior decoration and decoration design business, it shall design in accordance with the mandatory standards for engineering construction and other technical standards. For laws, regulations, rules, and other clear qualification requirements, it is necessary to have corresponding qualifications, and must not exceed the qualification level to contract business. Conduct such as the design unit contracting business beyond the qualification level, failing to design in accordance with the mandatory standards for project construction, etc., shall be immediately rectified, and penalties such as fines, suspension of business for rectification, lowering of qualification level, and revocation of qualification certificates shall be given in accordance with laws and regulations depending on the severity of the circumstances, and recorded in the enterprise credit file. Relevant practitioners who bear responsibility shall be punished in accordance with law.

3. When decoration and decoration enterprises undertake the construction business of interior decoration and decoration of houses, they shall carry out construction in strict accordance with the mandatory standards for engineering construction and other technical standards, and take necessary safety protection measures according to regulations to ensure the safety of operators and housing buildings and ensure the quality of decoration and decoration. Where the main body of the building and the load-bearing structure are changed, the floor load is increased beyond the design standards or specifications, etc., the construction shall not be carried out without the design plan proposed by the original design unit or the design unit with the corresponding qualification level. Where laws, regulations, rules, and other clear qualification requirements are required, they must have corresponding qualifications and must not exceed the qualification level to contract. For decoration and decoration enterprises that exceed the qualification level to undertake business, unauthorized construction changes to the main body of the building and the load-bearing structure, etc., they should immediately stop work and rectify, and according to the severity of the circumstances, they should be given fines, suspension of business for rectification, lowering the qualification level, revoking qualification certificates, etc., and recorded in the enterprise credit file. Relevant practitioners who bear responsibility shall be punished in accordance with law.

When the management unit handles the registration procedures for the interior decoration and decoration of the house for the decorator, it shall inform the decoration and decoration prohibited acts and precautions, strengthen the inspection and inspection of the decoration and decoration activity site in accordance with the decoration and decoration management service agreement, and take reasonable measures to stop the violations of laws and regulations, and promptly report to the local street office, urban management law enforcement platform, relevant departments or the <> hotline to deal with it according to law. For those who have not notified in advance or signed a decoration and decoration management service agreement, the management unit may restrict construction personnel, construction tools, mechanical equipment, materials, etc. from entering the construction site in accordance with the "Provisional Management Regulations" or "Management Regulations". Where property service enterprises fail to inform of prohibited acts and precautions in accordance with provisions, or fail to follow provisions to inspect and inspect, stop and report, depending on the seriousness of the circumstances, they shall be given punishments such as warnings, fines, and revocation of business licenses in accordance with laws and regulations, and recorded in the enterprise's credit archives. Relevant practitioners who bear responsibility shall be punished in accordance with law.

5. Sub-district offices should strengthen the supervision and inspection of decoration and renovation activities, fully mobilize the masses to supervise decoration and renovation activities, unblock complaint channels, and promptly accept relevant reports or complaints from the masses, property service enterprises, etc. Where it falls within the scope of the responsibilities of the sub-district office, it shall be dealt with in a timely manner; Where it falls within the scope of the relevant departments' duties, it shall be transferred to the relevant departments for handling in accordance with law.

6. Where the comprehensive administrative law enforcement departments of all cities complain or report violations of decoration and decoration laws and regulations from the masses and units that fall within the scope of their duties, they shall be investigated and dealt with in accordance with law; Where it falls under the supervisory duties of other departments, it shall be transferred to the relevant departments for investigation and handling in accordance with law. In the event of obstruction of law enforcement, refusal to cooperate with law enforcement, and refusal to restore changes to the main body of the building and load-bearing structure, the public security organ of the territory should be promptly contacted for punishment in accordance with the Law of the People's Republic of China on Administrative Punishments for Public Security. Where unauthorized changes to the main body of the building and load-bearing structures cause major safety hazards endangering public safety, and are suspected of constituting a crime, they shall be transferred to the local public security organs for handling in accordance with law. It is necessary to smooth the operation of the urban management law enforcement platform, and efficiently handle complaints and reports from the masses and units.

7. Local housing and urban-rural development departments shall, in conjunction with relevant departments, improve the decoration and decoration management system and standards and norms, establish a mechanism for receiving complaints with clear rights and responsibilities, strengthen supervision and management, strengthen the qualification management and guidance and supervision of decoration-related enterprises, increase the training of enterprises and personnel involved in decoration and decoration safety management, and ensure the safety of people's lives and property.

8. All localities should make full use of community publicity boards, community bulletin boards, electronic display screens, "two micro and one end" and other forms to strengthen the popularization of law publicity on decoration and decoration safety management, improve the awareness of law-abiding decoration and decoration, establish the concept of civilized decoration, and create a good social atmosphere of honesty and trustworthiness, civilization and harmony.
