Landscape, forest, lake, grass and sand are a community of life. During Bayannur's trip, Xi Jinping's eyes were once again set on the Great Green Wall in northern China.

From June 6 to 5, Xi Jinping, General Secretary of the CPC Central Committee, President of the People's Republic of China and Chairman of the Central Military Commission, inspected Bayannur City, Inner Mongolia Autonomous Region, presided over a symposium on strengthening comprehensive desertification control and promoting the construction of key ecological projects such as the "Three Norths" and delivered an important speech.

Bayannur, the forefront of China's desertification prevention and control work, occupies an important position in the construction of the Great Green Wall in northern China. Xi Jinping's trip also has a distinct focus - "afforestation" and "sand control".

"If human beings want to better survive and develop, they must prevent and control sand." Xi Jinping walked into the state-owned Xinhua Forest Farm in Linhe District, Bayannur City, to learn about the construction of the "Three North" shelter forest system, and to inspect the sandy land under treatment on the spot. He said it was a rolling stone uphill process, and the slightest relaxation would lead to repetition.

Xinhua Forest Farm is one of the 292 state-owned forest farms in Inner Mongolia Autonomous Region and one of the many forest farms in the "Three North" shelter forest system. Once upon a time, it was a "sea of sand" covered with sand dunes, deserted beaches and saline-alkali land. Since 1978, the forest farm has planted an average of more than 800 mu of forest every year, and now the forest coverage rate of the forest farm has reached 65%. From "sand sea" to "forest sea", the change of Xinhua forest farm is a microcosm of the achievements of sand prevention and control in Inner Mongolia and even China. Today, a great green wall stretching for thousands of miles in northern Xinjiang is constantly extending and expanding.

Xi Jinping's visit to Bayannur at this time is considered by the outside world to be a review and redeployment of the achievements of desertification prevention and control in Inner Mongolia and even China.

"Practice has proved that the decision of the Party Central Committee on desertification prevention and control, especially the construction of the 'Three Norths' and other projects, is very correct and far-sighted, and China has embarked on a road of sand prevention and control with Chinese characteristics that conforms to the laws of nature and the national conditions and geographical conditions." At the symposium held in Bayannur, Xi Jinping pointed out so.

Despite the great achievements that have attracted worldwide attention, in the face of the situation of "a little relaxation will lead to recurring" desertification prevention and control, Xi Jinping pointed out that the fundamentals of desertification land with large area, wide distribution, heavy degree and difficulty in governance have not fundamentally changed. In particular, he mentioned that in the past two years, due to the abnormal impact of climate change, the number of sand and dust weather in northern China has increased. "Reality shows that the situation of desertification prevention and control in China is still grim."

Critical deployment is required, and the urgency and necessity of this symposium are highlighted.

"The convening of this symposium coincides with the 45th anniversary of the construction of the 'Three Norths' project, which is an important juncture for carrying forward the upper and lower levels." Lu Qi, chief scientist of the Chinese Academy of Forestry, said that in the past 45 years, the "Three North" shelterforest system project has accumulated rich experience in desertification control, but new challenges such as global climate change have come one after another, which requires new deployment. The "Three Norths" project is positioned as a "major national strategy", which is enough to see its importance in the overall development of the country.

The "Three Norths" project involves 13 provinces in northern China and covers more than 400 million square kilometers of national territory. According to the master plan, the "Three Norths" project will last 1978 years from 2050 to 73.

At the symposium, Xi Jinping pointed out that from 2021 to 2030, it is the construction period of the sixth phase of the "Three North" project, which is a key period for consolidating and expanding the achievements of desertification prevention and control, and a period for promoting the high-quality development of the "Three North" Project.

At the same time, he issued the latest mobilization order: strive to use about 10 years to fight a tough battle of the "Three North" project, and build the "Three North" project into a fully functional and unbreakable green Great Wall and ecological safety barrier in northern Xinjiang.

Wang Heng, a researcher at the National Institute of Development and Strategy of Chinese Minmin University, believes that the phrase "tackling tough battles" reflects China's determination to promote the "Three Norths" project, and also confirms that the project is difficult and needs to be tackled. "However, we have already won victory in the battle against poverty, and the 'Three Norths' project can also learn from the universal experience of the former, carry forward the spirit of overcoming difficulties in the former, and move towards victory."

How to fight this battle well? At the symposium, Xi Jinping made arrangements from many aspects: adhere to the system concept, highlight the key points of governance, adhere to scientific desertification control, carry out extensive international exchanges and cooperation, and comprehensively strengthen organizational leadership.

In the meantime, the systematic concept that has been put in the first place is the concept that Xi Jinping has always emphasized. "How to manipulate the grass and sand of landscapes, forests, fields, lakes, and lakes, we must do a good job in top-level design and comprehensive management, which is a systematic project that requires long-term effort." During the National People's Congress and the National People's Congress in 2021, Xi Jinping emphasized systematization when participating in the review of the Inner Mongolia delegation. After that, he also used an analogy on ecological governance, "You can't treat headaches and pains."

Wang Xiaoyi, director and researcher of the Rural Environment and Society Research Center of the Chinese Academy of Social Sciences, pointed out that desertification is a complex process, not just how to fix the flowing sand dunes and reduce the sand and dust weather. It extensively involves the use of water resources, rational use of land, adaptation of production and lifestyle, etc., and especially requires systematic thinking.

System governance also requires international cooperation. The outside world noted that Xi Jinping's visit coincided with World Environment Day on June 6.

Xi Jinping stressed at the symposium that it is necessary to carry out extensive international exchanges and cooperation, implement the United Nations Convention to Combat Desertification, actively participate in global desertification environmental governance, focus on strengthening cooperation with neighboring countries, support the joint construction of "Belt and Road" countries desertification control, lead countries to carry out policy dialogue and information sharing, and jointly cope with sand and dust disasters.

Lu Qi pointed out that environmental problems have no borders, especially meteorological disasters with cross-regional and strong convection such as sandstorms, which require policy dialogue and information sharing among countries. In this regard, China has always demonstrated international responsibility. Taking the continuous strengthening of bilateral cooperation in desertification control between China and Mongolia in recent years, he pointed out that China's relevant measures have pushed cross-border global governance to a new height.

"This time, General Secretary Xi Jinping once again emphasized international cooperation and actively participated in global desertification environmental governance, fully reflecting the responsibility and responsibility of building a community with a shared future for mankind." Lu Qi pointed out that China's construction of the Great Green Wall in northern Xinjiang is not only about itself, but also benefits the world. (End)
