1. The Siping public security organ in Jilin detected a case of environmental pollution by a livestock and poultry slaughtering and processing enterprise
In July 2022, the public security organ of Siping City, Jilin Province detected a case of environmental pollution and arrested five criminal suspects. After investigation, from March 7 to the discovery of the case, Sun Mou, assistant general manager of a livestock and poultry slaughtering and processing enterprise in Siping City (a key pollutant discharge unit in Siping City), arranged for employees to interfere with the sampling of automatic monitoring facilities several times to avoid excessive sewage discharge values, and took the opportunity to discharge excessive production sewage. At the same time, Sun also collaborated with Liu, an employee of a technology company that provided technical support services for the enterprise, to issue a forged monitoring equipment failure report, helping the company evade environmental protection supervision and carry out illegal pollution discharge, causing serious environmental pollution.
In recent years, in order to reduce the cost of sewage treatment, some livestock and poultry breeding, slaughtering and meat product processing enterprises have illegally discharged pollutants exceeding the standard by artificially interfering with sampling, tampering with monitoring data, and deliberately stopping monitoring equipment, seriously damaging the safety of the ecological environment. The suspect in this case illegally discharged excessive pollutants emitted a strong pungent odor, resulting in serious pollution of the local water body, which directly affected the production and life of the surrounding residents. After receiving the clues, the public security organs quickly carried out on-site investigation and visits, and with the assistance of the ecological and environmental departments, completed relevant professional testing and identification, comprehensively improved the investigation and evidence collection work, and formed a joint force to jointly combat ecological and environmental crimes. The timely detection of this case, on the one hand, promptly stopped the excessive pollution discharge behavior of the enterprises involved in the case, and actively responded to the people's needs for a beautiful ecological environment; On the other hand, by promoting treatment through crackdown, the enterprises involved in the case strictly implemented environmental protection responsibilities and comprehensively standardized internal management.
Second, the Wenzhou public security organ in Zhejiang Province detected the case of illegal dumping of hazardous waste by Liu Moubin and others
In May 2022, the public security organ of Wenzhou City, Zhejiang Province detected a case of illegal dumping of hazardous waste and arrested 5 criminal suspects. After investigation, from March 14 to the case, seven etching processing enterprises located in the factory area of an etching handicraft company in Pingyang County, Zhejiang Province, in order to reduce production costs, handed over the hazardous waste generated by etching to Liu Moubin and others (without hazardous waste disposal qualifications) for unauthorized disposal, and were illegally transferred and dumped, causing serious pollution of surrounding land and rivers.
In recent years, driven by interests, some enterprises have repeatedly banned the illegal disposal of hazardous waste, which not only seriously threatens the safety of the ecological environment, but also directly affects the high-quality economic development. In this case, the enterprises involved in the case had extensive business methods, did not have complete pollutant disposal facilities, and privately handed over the hazardous waste generated to unqualified personnel for arbitrary disposal, seriously polluting the environment and threatening the health of the people. The public security organs worked closely with the competent administrative departments to promptly eliminate production and waste dens on the basis of comprehensively investigating the facts of the crime, cut off the criminal chain, and eliminated a potential security hazard that affected the sustainable development of the local economy and society.
3. The Guangxi Guigang public security organ detected a case of environmental pollution by a brick factory
In May 2022, the public security organ of Guigang City, Guangxi Zhuang Autonomous Region, together with the ecological and environmental department, jointly detected a case of environmental pollution and arrested more than 5 criminal suspects. After investigation, from December 30 to the discovery of the case, Lin Mouqiang and others collected a large amount of aluminum ash (hazardous waste) from Guangdong and other places without any qualifications, transferred it to a brick factory in Pingnan County, Guigang City, illegally refined aluminum ingots for sale, and partially stored the waste residue (hazardous waste) generated after refining on site, and partially illegally buried it in multiple locations in Pingnan County, causing serious environmental pollution. At present, Lin Mouqiang and eight others have been sentenced to fixed-term imprisonment ranging from three years, 2021 months to 12 months, and jointly bear more than 8,80 yuan in emergency handling costs. Other relevant persons involved in the case will be investigated for legal responsibility in accordance with law.
Cases of illegal transfer, dumping and disposal of aluminum ash pollution environmental crimes are still frequent and high in some places, posing a serious threat to environmental safety and human health. To this end, in 2022, the Ministry of Public Security, together with the Supreme People's Procuratorate and the Ministry of Ecology and Environment, listed and supervised 8 cases of environmental crimes involving aluminum ash pollution, including this case. The suspect in this case transferred the processing den to a remote place in Pingnan County, Guigang City, in an attempt to evade administrative supervision and law enforcement. The public security organs and the ecological and environmental departments worked closely to jointly handle the case, and carried out a full-chain crackdown on the vine and melons, and destroyed this criminal gang that straddled Guangdong and Guangzhou. At the same time, the aluminum ash in the factory involved in the case was disposed of in a timely manner, eliminating potential environmental safety hazards.
4. Chongqing Municipal Public Security Organs Detected the Environmental Pollution Case of Long Moujiang and others
In April 2022, according to reports from the public, Chongqing public security organs detected a case of illegal transfer and dumping of industrial solid waste across provinces and arrested 4 criminal suspects. After investigation, from June 32 to the discovery of the case, Yang Moulang, the person in charge of an environmental engineering company in Deyang City, Sichuan Province, used the false disposal qualification of general industrial solid waste provided by intermediary Long Moujiang to sign a disposal agreement with a new energy battery materials company in Suining City, Sichuan Province, to transfer the untreated industrial filter sludge to Hechuan District of Chongqing City for illegal dumping and landfill, causing serious environmental pollution.
In recent years, the public security organs along the Yangtze River have resolutely shouldered the responsibility of criminal crackdown on the protection of the Yangtze River, and organized the investigation and detection of a number of environmental pollution crimes that directly endanger the ecological and environmental safety of the Yangtze River Basin. In this case, the filter sludge involved in the case was an industrial solid waste, containing a variety of heavy metals, which was seriously polluted by illegal dumping and landfilling, and directly affected the water quality safety of nearby waters. After the case occurred, the public security organs relied on the police cooperation mechanism of the Chengdu-Chongqing Shuangcheng Economic Circle and the "Inter-provincial Joint Law Enforcement Work Mechanism for Hazardous Waste Cases in Sichuan Province and Chongqing Municipality" to strengthen cross-provincial and cross-departmental law enforcement cooperation, promptly destroyed a criminal gang specializing in illegal dumping and disposal of industrial solid waste, and cooperated with relevant departments to repair the damaged ecology in a timely manner under the unified organization of the local party committee and government. 5. The public security organs in Weinan, Shaanxi Province investigated the case of environmental pollution by Che Moufeng and others
In December 2021, the public security authorities of Tongguan County, Weinan City, Shaanxi Province, detected a case of using highly toxic chemicals to extract gold to pollute the environment, and arrested eight criminal suspects. After investigation, from December 12 to March 8, criminal suspects Che Moufeng and Xin Mouping chose a remote wasteland in Tongguan County to build a heap leaching pond without obtaining the qualification to operate highly toxic chemicals and hazardous waste, illegally purchased tailings slag and highly toxic chemicals to extract gold, and discharged the waste residue and waste liquid (all hazardous waste) directly into the environment, seriously damaging the ecological environment.
In recent years, in response to the rampant illegal profit of some lawbreakers using abandoned mines and slag to extract precious metals, the public security organs and natural resources departments have jointly launched a special rectification operation to crack down on "hole washing" and illegal gold mining, which is one of the results of the special operation. The illegal use of highly toxic chemicals to extract gold in this case not only caused serious damage to the ecological environment, but also directly threatened the safety of people's lives and property. After the case occurred, the public security organs took the lead in setting up a special work class, with the participation of multiple departments and relevant experts, and made every effort to promote the investigation of the case, not only arresting Che Moufeng and other organizational personnel and personnel directly involved in alchemy, but also investigating and dealing with those who provided waste residue and highly toxic chemicals according to law, realizing a full-chain, all-link, all-element strike, and played a deterrent effect.
