Accelerating the development of child-friendly cities (Read more)

Caring for children is protecting the future. In September 2022, the National Development and Reform Commission and other departments jointly issued the Guidelines for the Construction of Urban Child Friendly Spaces (Trial), which clarifies the requirements for the planning, design, construction and child-appropriate transformation of child-friendly spaces, and proposes to promote the "9-meter height" design from a child's perspective, so that children can equally enjoy convenient, comfortable and inclusive facilities, spaces and services. Many places actively explore, accelerate the promotion of child-friendly transformation, and outline the future of the city with a "height of 1 meter". On the eve of Children's Day, reporters went to many places to cover the situation of child-appropriate transformation.

Build safe and convenient road transportation

"Mom, I'm here!" At 4 p.m. on Sunday, in the Women's and Children's Activity Center in Suzhou High-tech Zone, Jiangsu Province, interest classes ended one after another, and when Yang Yu, a third-grade elementary school, and her friends walked out of the classroom, her mother, Zhu Ting, was already waiting for her at the gate.

Yang Yu took her mother's hand, walked through a "children's walking passage" about 1.5 meters wide and 100 meters long, and stopped at the pedestrian waiting area at the intersection.

When crossing the street, Yang Yu likes to look down, and the zebra crossing here is composed of white, blue and yellow. There is also a string of small feet painted on the ground, "guiding" her through the zebra crossing. Looking back after crossing the street, Yang Yu found that the green light did not end until all the children and parents passed.

This section of the road traveled by Yang Yu is the first child-friendly transportation facility demonstration project in Suzhou.

"Every weekend, the Women's and Children's Activity Center is very lively, with more than 1500,3 children attending interest classes per day, but the surrounding road conditions are complicated and more than 8 kilometers away from the subway station." Chen Chuanjun, deputy director of the Order Center of the Traffic Police Brigade of the Suzhou High-tech Zone Public Security Branch, introduced that in order to protect the safety of children's travel, since August last year, the Suzhou Public Security Traffic Police Department has explored and practiced in this area, creating a safe and orderly child-friendly traffic area by setting vivid and eye-catching speed limit and prohibition warning signs, configuring intersection infrared sensing intelligent signal lights, three-dimensional zebra crossings, etc.

Not long after Yang Yu and her mother waited at the bus stop, a bus that was "instantly recognizable" came in the distance: a child-friendly sign of Suzhou City painted on the front of the bus in four colors: "red, orange, blue and green"; On the scrolling screen on the roof, "3061" and "Child-friendly Bus Line" are displayed at the same time. The seats, backrests, armrests, and railings are all soft bags, and Yang Yu feels very comfortable to ride.

In the past, there were only temporary bus spurs near the activity center, and there were long intervals between vehicles. In August last year, the "child-friendly bus line" was opened, realizing the seamless connection of buses, subways and trams. According to reports, according to the preliminary research, the bus line schedules the departure schedule according to the class time of the activity center to match children's travel to the greatest extent.

It is understood that according to the "Guidelines for the Installation of Child-Friendly Travel Transportation Facilities in Suzhou" jointly issued by the Suzhou Municipal Working Committee on Women and Children and the Traffic Management Bureau of the Municipal Public Security Bureau, it is planned that by 2025, the basic standard renovation rate of roads around child-sensitive places in Suzhou will reach 100%, and each county-level city (district) will build at least one child-friendly street demonstration model.

Comfortable and convenient service facilities

Coming to the Halo Shopping Park located in Liangjiang New District, Chongqing, you can see the eye-catching "Mother and Baby Room" sign on each floor.

"It's now easy to take your baby out, and the nursing room in the public provides space for breastfeeding." Ms. Wang said that compared with many years ago, she now has two children, and she has felt that the number and quality of mother and baby rooms have improved significantly.

In April 2022, the Implementation Plan for the Construction of Chongqing Child Friendly Cities was released, which clearly stipulates that "promoting public service friendliness to meet the needs of children's growth and development". According to statistics, as of the end of December 4, there are 2022 city- and district-level mommy hut demonstration sites in Liangjiang New Area.

In addition to a dedicated changing table, each nursing room is equipped with a warm and sterilizable milk warmer, a special cleaning agent for feeding bottles, a baby hand sanitizer, a water dispenser to help make milk powder, and a hair dryer. Next to the mother and baby room, there is a special children's toilet, which contains a "small toilet" and washing station designed according to the height and usage habits of children.

In Chongqing's important transportation hub, the construction of mother and baby rooms is also intimate. Located in the South Square of Chongqing North Railway Station, the mother and baby room is warmly decorated with cartoon characters and has two separate nursing rooms.

Ms. Lv, a traveler, told reporters: "Just now, when I was busy breastfeeding the baby in the mother and baby room, the station staff also helped coax the baby, which was really warm. ”

Due to the sensitivity of lactating mothers and babies to temperature changes, the mother and baby room is equipped with an independent air conditioning system, and the indoor constant temperature is about 26 degrees Celsius; In order to purify the air, an independent air conditioning system is set up to ensure indoor ventilation; In order to avoid the light source directly piercing the baby's eyes, warm light sources and indirect lighting are used, and the indoor light is balanced and soft... The relevant person in charge of the Integrated Management Bureau of the North Railway Station introduced that citizens and passengers do not need to enter the station, and they can also use the mother and baby room in the South Square.

In addition to taking public transportation, it is also more convenient to go out with children. The Mommy Cottage, located in the government hall of Liangjiang New Area, provides a convenient and clean place for pregnant and nursing women and children. The relevant person in charge of the government affairs hall of Liangjiang New Area introduced that special personnel will be arranged to replenish materials to the hut every day, and carry out daily maintenance such as cleaning and disinfection.

Liu Lingyun, president of the Liangjiang New Area Women's Federation, said: "In the construction of public service facilities, we will listen more to children's voices, see children's needs, and respect children's ideas more. ”

Create open spaces that are natural and playful

"There should be a big tree in the children's garden, and the plants should be colorful." "I love the big lawn where I can run and roll around." "Will there be stars in the children's garden?"

On March 3, during the construction of the children's garden in Guangzhou Children's Park, Guangdong Province, 19 children came to the construction site as "little experience officers" to communicate face-to-face with designers and builders, depicting the appearance of the children's garden in their hearts.

Soon, the children's expectations became a reality. Under the tall banyan tree, colorful flowers bloom all over the garden, and on the lawn, slides, trampolines and other facilities provide plenty of space for children to play.

"The children's words inspired us a lot. The construction plan turned all the area that was originally to be laid with stones into a lawn, providing more space for children with natural interest. Liu Xing, director of Guangzhou Children's Park, introduced.

In recent years, Guangzhou has focused on building a child-friendly city, carrying out child-friendly transformation from the perspective of children and guided by children's needs. In view of children's nature to be close to nature, improve the functional layout and site design of public spaces according to age groups, and improve the experience level in open spaces, ecological spaces and cultural spaces such as parks, squares and green spaces.

In the Sanyanjing community, children are learning mountain songs from the elders in the community and learning about intangible cultural heritage in the open space. The Sanyanjing community is an old community, in the past, there were many children in the community, but there was little play and rest space and insufficient infrastructure. In response, the community replanned the driveway and parking lot to create a pocket park. In order to facilitate children of different ages to run and play, steps and passages of different heights are designed, and large canopy plants are left on the edge of the field to protect against rain and sun. Li Mi, deputy director of the Hongqiao Street Office in Yuexiu District, which belongs to the community, said: "We fully understand the wishes of the children through questionnaires and other methods, and integrate the children's design perspective of '1 meter height' into the transformation process. ”

It is understood that the "Guangzhou Land and Space Master Plan (2021-2035)" clarifies the overall framework of "building a child-friendly city with good child-rearing", and builds a child-friendly city planning system led by the overall land and space planning. By 2025, Guangzhou will build a number of child-friendly demonstration areas, child-friendly demonstration streets (towns) and child-friendly demonstration communities (villages).
