With regard to the new budget of about 3 trillion yen per year to be allocated to strengthening measures to address the declining birthrate, the government is adjusting to raise about 2 trillion yen through expenditure reforms for social security costs such as medical and nursing care, and to secure the remaining approximately 1 trillion yen in addition to social insurance premiums.

In order to intensively strengthen measures to address the declining birthrate over the next three years, the government is projecting a new budget of about 3 trillion yen per year, of which about 3 trillion yen will be raised by utilizing the existing budget in addition to expenditure reforms for social security costs such as medical and nursing care.

The remaining approximately 2 trillion yen is being adjusted to secure social insurance premiums as "new support funds" for child-rearing, and a proposal to utilize the medical insurance system is being considered.

However, in light of objections from the business community and others that this increase would undermine the momentum for wage increases, we are adjusting whether it is possible to temporarily reduce the insurance premium rate of the Japan Health Insurance Association, which is a member of employees of small and medium-sized enterprises, which is considered to be a relatively heavy burden on companies.

In addition, in order to make up for the temporary shortage of financial resources, we are considering issuing a new "special bond for children" for about two years.

On the other hand, we are considering allocating about 1.2 trillion yen to strengthen economic support such as the expansion of child allowance, about 1 billion to 5000 billion yen to enhance early childhood education and childcare services, and about 8000 billion yen to promote work style reforms, including the expansion of childcare leave benefits.

Of these, the child allowance, which is currently up to junior high school students, will be expanded to include high school students, and the monthly allowance will be 9000,7000 yen per high school student.

In addition, we are continuing to make adjustments toward completely eliminating income restrictions.
