Sending another congratulatory letter to the China Tibet Development Forum, Xi Jinping pointed out the topic of "high-quality development" and clarified the path for Tibet to achieve higher development goals.

Special physical, geographical and historical factors determine that Tibet's path of modernization is different from that of other regions. To "accelerate high-quality development", Tibet must handle the logical relationship between development and improvement of people's livelihood, ecological protection and ethnic unity under the guidance of the new development concept.

Improving people's livelihood is the starting point and foothold

May 5 coincides with the 23nd anniversary of Tibet's peaceful liberation. Over the past 72 years, the Communist Party of China has led Tibet from poverty to prosperity, from autocracy to democracy, from closure to openness, bringing about tremendous changes in just a few decades and spanning thousands of years.

At this juncture, a high-level and international forum on the theme of "Tibet's Development" was held in Beijing for the first time. Xi Jinping said in his congratulatory letter that since the 18th National Congress of the Communist Party of China, with the strong support of the central government and the people of the whole country, cadres and people of all ethnic groups in Tibet have worked hard and tenaciously, so that Tibet has completely shaken off the problem of absolute poverty that has been shackled for thousands of years.

Xi Jinping has come to the snowy plateau three times. In a letter to the "8 China Tibet Development Forum", Xi Jinping said that people's happiness is the greatest human right, and development is the key to achieving people's happiness.

Create an ecological civilization highland

When sending a congratulatory letter to the "4 China Tibet Development Forum" four years ago, Xi Jinping expressed his expectations for "building a beautiful and happy Tibet" and "protecting the ecological environment of the plateau".

Tibet, located at the third pole of the earth, is an important ecological security barrier for China. Protecting Tibet's ecological environment is "beneficial to the whole world." Xi Jinping has also proposed to "build the Qinghai-Tibet Plateau into a national and even international ecological civilization highland." In July 2021, Xi Jinping presided over the 7th meeting of the Central Committee for Comprehensively Deepening Reform, which deliberated and adopted the Plan for the Protection and Sustainable Development of the Qinghai-Tibet Plateau Ecological Environment.

In order for mankind to protect a pure land, Tibet has made due contributions to the protection of the ecology of the Qinghai-Tibet Plateau. Today, it is one of the best ecological areas in the world, with a nature reserve covering an area of 41,22 square kilometers, and the water quality of all major rivers and lakes meets or exceeds the standard of Class III waters, and the number of days of good air every year exceeds 99%.

"The ecological security of the Qinghai-Tibet Plateau is not only related to Tibet, but also to the ecological security of the country, and will also have a profound impact on global climate change." Wang Yanzhong, director of the Institute of Ethnology and Anthropology of the Chinese Academy of Social Sciences, told the China News Agency that the central government and Tibet will take the protection of the environment as the bottom line and red line, and earnestly protect every grass, tree, mountain and water on the snowy plateau.

All development should give meaning to national unity and progress
