The Shenzhen Marine Development Plan (2023-2035) has been officially released

A few days ago, with the consent of the Shenzhen Municipal Government, the "Shenzhen Marine Development Plan (2023-2035)" prepared by the Shenzhen Municipal Bureau of Planning and Natural Resources was officially released, marking the full release of the "Shenzhen Plan" for the construction of "Global Ocean Center City".

The ocean is a strategic location for high-quality development. Under the background of the national "maritime power" strategy, Shenzhen's responsibility and mission for the development of the sea have been continuously strengthened. In May 2017, the 5th Five-Year Plan for the Development of the National Marine Economy clearly stated that "cities such as Shenzhen and Shanghai will be built into global ocean center cities". Building a "global ocean center city" is not only an important measure to implement the national maritime power strategy and the "Belt and Road" initiative, but also a historical mission entrusted to Shenzhen by the state in the new era, and a major historical new opportunity for Shenzhen to enhance its urban positioning and achieve leapfrog development.

The plan takes the major task of building Shenzhen into a global ocean center city entrusted by the central government as the goal and vision, grasps the major changes at home and abroad, aims to build a development vision, supporting elements and implementation path in line with Shenzhen's characteristics, and opens a new chapter in the history of Shenzhen to build a global ocean center city.

Based on the local prerequisites of Shenzhen, the plan comprehensively and in detail explains Shenzhen's new mission, new responsibilities and new actions to build a global marine center city, and provides a phased target picture for the development of Shenzhen's marine industry: in the near future, that is, by 2025, oriented to specific actions, a pragmatic and operable marine management mechanism and short-term key project plans are proposed, and an international shipping center and a marine strategic emerging industry highland are initially built, and the construction of a global marine center city has achieved remarkable results. In the medium term, that is, by 2035, we will build a competitive, innovative and influential global ocean center city and a model city of the strategy of socialist maritime power. In the long run, that is, by 2050, the comprehensive strength and global influence of the ocean will reach the world-class level, and it will become a model for the development of marine cities that lead the global value chain and shape a community with a shared future for the ocean.

The plan closely follows the characteristics of Shenzhen's marine development, and puts forward six major marine development strategies and implementation frameworks, as well as suggestions for spatial and management safeguard measures.

First, starting from the international shipping network, Shenzhen should build an international shipping center with high standards, promote the diversified and comprehensive development of the port and shipping industry, realize intelligent port operation and intelligent port and shipping management, and build a marine financial service system with international influence.

Second, starting from leading the high-quality development of the marine economy, it sorted out in detail the core elements such as marine-related industries and technologies, combined with Shenzhen's advantageous industrial foundation, focused on emerging industries and future industries, guided the development of industries to the sea, and accelerated the cultivation and expansion of emerging marine industries.

The third is to start from the perspective of green development, explore the green transformation of the marine industry through research such as energy structure transformation and marine carbon sink standards, promote the protection and sustainable use of marine resources, and establish a model of "carbon neutral" marine development.

Fourth, starting from the dimension of marine science and technology, accurately grasp the relationship between core elements of innovation such as innovation driven, industry-university-research innovation chain integration, core technology research and development, and service platform construction. Combined with the global scientific and technological frontier and Shenzhen characteristics, strengthen the strategic strength of marine science and technology talents from the aspects of promoting the localization of key technologies, strengthening the transformation of achievements and talent support.

The fifth is to highlight the cultural characteristics of marine cities, activate marine cultural elements and cultural places, introduce international high-end marine culture and sports events, highlight marine culture, and create a colorful marine life. Promote the awareness of marine civilization and the industrialization of marine culture.

Sixth, starting from the dimension of Shenzhen's foreign cooperation, focusing on the links with domestic and foreign marine resources, seizing the opportunities of cooperation between Shenzhen and Hong Kong, basing itself on the Guangdong-Hong Kong-Macao Greater Bay Area, comprehensively serving the strategy of maritime power, striving for national resources, building a platform for international maritime affairs and exchanges, actively seeking foreign cooperation, and deeply participating in global ocean governance.

At the same time, the plan also provides a spatial guarantee for the development of Shenzhen's marine industry, highlights the overall planning of land and sea, and builds an overall spatial pattern of marine development of "two corridors, four districts and multiple points". The city has laid out 11 key marine development areas, formed a three-level bearing spatial pattern of "functional area-key area-marine industrial park", built a marine development management system, further improved the marine development mechanism and standard system, and improved a series of policies such as improving marine public service capabilities.
