The government's "Children's Future Strategy Council" was held to strengthen measures to address the declining birthrate, and Prime Minister Kishida instructed the government to compile its thinking as a meeting, including specific measures and financial resources, before the formulation of the "Basic Policy" next month.

At the meeting held at the Prime Minister's Office on March 17, views were exchanged on the ideal form of child allowance, which was included in the government's measures to address the declining birthrate.

Members expressed the opinion that the removal of income restrictions should proceed so as not to make a difference to child-rearing families, while members expressed the opinion that income restrictions were necessary and that benefits should be focused on low-income households and households with three or more children.

Prime Minister Kishida stated, "In order to build a system that seamlessly supports all children and child-rearing households, including by strengthening economic support, various measures must be swiftly materialized and implemented while securing financial resources."
