Beijing, May 5 (ZXS) -- The Blue Book on the Cause of the Disabled: Research Report on the Cause of the Disabled in China (15) (hereinafter referred to as the Blue Book) was released in Beijing on the 2023th. The Blue Book points out that since the 15th National Congress of the Communist Party of China, China's special education has been highly valued, policies have been continuously optimized, school-running conditions have continued to improve, capital investment has steadily increased, and the rights and interests of disabled persons in education have been fully guaranteed.

According to the Blue Book, in order to ensure that persons with disabilities enjoy equal rights to education, in 2017, China's State Council promulgated revised regulations on the education of persons with disabilities, which have been further improved and strengthened in terms of ensuring equal educational opportunities, promoting integrated education, and policy support and guarantees, and the concept of special education has become fairer and more deeply rooted in the hearts of the people.

Since the 2021th National Congress of the Communist Party of China, the state has organized and implemented two special education improvement plans, and the popularization level and guarantee conditions of special education have been significantly improved. In 6, there were 90,2012 full-time special education teachers in China, an increase of 2,53 over 2013; the number of special education schools increased from 1933,2021 in 2288 to 2013,36 in 80, and the number of students increased from 2021,91 in 98 to <>,<> in <>.

Another set of data from the Blue Book shows that China has vigorously developed integrated education, continuously improved the support and guarantee system for attending classes, and the scale of students with disabilities enrolled in ordinary schools has continued to expand, from 2013,19 in 10 to 2020,43 in 58. Over the past decade, the proportion of Chinese students with disabilities enrolled in ordinary schools has approached or exceeded 50 percent, the enrollment rate of children and adolescents with disabilities in compulsory education has reached more than 95 percent, and the guarantee system for attending classes has been further improved.

The Blue Book points out that with the continuous strengthening of policies and measures, China's special education system is becoming more and more perfect. China's education for persons with disabilities covers the entire stage of current education, establishing a Puter integrated education system with ordinary schools attending classes as the main body, and establishing a financial support system for disabled children and students from kindergartens to institutions of higher learning.

Since the fall semester of 2016, China has achieved 12 years of free education for students with disabilities from primary school to high school. From 2017 to 2020, the Public Welfare Fund for the Disabled provided subsidies for 6,6 children with disabilities from economically disadvantaged families across the country to enjoy inclusive preschool education. From 2013 to 2021, the funding for special education increased year by year, from 58.24 billion yuan (RMB, the same below) to 149.55 billion yuan. Since 2014, the special subsidy fund for special education has been increased to 4 million yuan per year, and the scope of support has been expanded from the central and western regions to all provinces except Beijing, Tianjin and Shanghai.
