The forum was co-sponsored by the China Public Relations Association and the Chinese Emergency Management Society. Zheng Guoguang, Secretary-General of the National Disaster Reduction Commission and First Vice President of the Chinese Emergency Management Society, said that under the background of global climate change and rapid economic and social development, natural disaster risks have presented new situations and characteristics, and effective prevention and response to new risks are facing greater challenges.

He stressed that it is necessary to continue to carry out the application of census results and improve the ability to prevent and control natural disasters; Establish a normalized risk survey and assessment system to promote the transformation of risk governance to pre-emptive prevention; Strengthen popularization of science and education, and build a solid people's defense line for disaster prevention, mitigation and relief. Enhance the awareness of disaster risk prevention in the whole society, condense the social consensus of "prevention before it happens", promote the transformation of public safety governance model to pre-emptive prevention, and ensure the high-quality development of Chinese-style modernization.

At the meeting, Ma Baocheng, director of the Emergency Management Training Center of the Party School of the Central Committee of the Communist Party of China (National Academy of Administration), summarized the achievements of China's disaster prevention and mitigation work, and sorted out the shortcomings in the system and capabilities.

Ma Baocheng suggested that it is necessary to effectively give full play to the overall guidance and comprehensive coordination functions of the deliberative coordination body, make full use of the results of the first national comprehensive risk survey of natural disasters, effectively improve the grassroots disaster prevention, mitigation and relief capabilities, actively play the role of market entities and social forces, increase the support of science and technology for disaster prevention, mitigation and relief, and build and strengthen the national comprehensive fire rescue team.

"The media of various countries play an important role in carrying out disaster prevention and mitigation, not only in emergency news releases, but also in daily science popularization, knowledge sharing, empathy and appeasement and value dissemination." Dong Guanpeng, vice president of the China Public Relations Association and dean of the National Institute of Public Relations and Strategic Communication of Communication University of China, said at the meeting that in the face of the complex and severe international situation, it is more necessary to share China's achievements, Chinese experience and Chinese solutions in disaster prevention, mitigation and relief with the international community.
