Affected by heavy rainfall, 5 rivers in Jiangxi, Fujian and other places experienced floods above the alarm, of which 406 rivers exceeded the protection and 313 small and medium-sized rivers experienced the largest flood since the actual recorded flood. The Ministry of Water Resources has called for full efforts to do a good job in flood prevention of heavy rainfall.

The Ministry of Water Resources pointed out that since the flood season began on March 3, the flood situation in rivers has been generally stable, and heavy rain and floods have occurred in some areas in the south, and the flood situation has three main characteristics: First, the overall precipitation is slightly more. The average precipitation in the country is 24 mm, which is 70% more than the same period of the year, of which the northwest east, most of North China, Huanghuai, northern Jianghuai and northeast Hubei are 6 to 5 times more, and the southwest and southwest, western South China, northeast Jiangnan, northeast central and western China, and north-central and western Xinjiang are 2~3% less. Second, the overall water level of major rivers is low. At present, the water level of the main stream of the middle and lower reaches of the Yangtze River, Dongting Lake and Poyang Lake is 9.1~52.2 meters lower than the same period of the year, the water level of the main stream of the middle and lower reaches of the Yellow River is 77.0~93.4 meters lower, and the water level of the Xijiang, Beijiang and Dongjiang Rivers in the Pearl River Basin is 27.3~07.4 meters lower. Third, some small and medium-sized rivers are over-policed. Heavy local rainfall caused floods above warning in 27 rivers in six provinces (autonomous regions), including Jiangxi, Hunan, Fujian, Zhejiang, Guangdong and Guangxi, 6% more than the same period in the past three years.

Since the beginning of this year, the Ministry of Water Resources has successively held a flood and drought disaster prevention work conference and a reservoir safety flood safety conference, and guided the Yangtze River, Yellow River, Huaihe River, Haihe River, Pearl River and Taihu Lake Basin to hold general work meetings on prevention and comprehensively deploy key work. The list of persons responsible for the safety of 726 large reservoirs and dams across the country was announced, and more than 3400,92 local heads of flood and drought disaster prevention administrators were trained. At present, the national repair rate has reached <>%, of which all the southern regions have completed all repairs except for a few projects that are being completed; Comprehensively investigate and rectify reservoir flood discharge facilities, dike projects, flash flood disasters and other hidden risks, smooth the flood channels of rivers, and make preparations for the use of flood storage and detention areas. Organize the revision and improvement of various plans for flood and drought disaster prevention, and carry out flood control scheduling simulation drills basin-by-basin against the background of typical historical floods. After entering the flood, it will immediately enter the flood prevention duty state in full swing and start the working mechanism during the flood season.

In response to the recent heavy rainfall and floods in the southern region, the Ministry of Water Resources closely monitors changes in rainwater conditions, strengthens monitoring, forecasting and early warning, discusses and judges on a rolling basis, and sends notices in the form of "one province, one order" to Zhejiang, Fujian, Jiangxi, Hunan, Guangdong, Guangxi, Sichuan and other places that forecast heavy rainfall, and deploys to do a good job in flood and flash flood disaster prevention of small and medium-sized rivers, flood safety of reservoirs, inspection and defense of dikes, etc. Especially in Jiangxi and other places, when heavy rain floods and sudden dangers occur, the Ministry of Water Resources promptly dispatched a working group to the scene to guide the prevention and response of heavy rain and floods, the dispatch of water projects and the handling of dangerous situations.
