Since the launch of the "double reduction" work, all localities have implemented the decision-making and deployment of the Party Central Committee and the State Council, continuously deepened the governance of off-campus training institutions, and achieved phased results. However, some training institutions maliciously evade the supervision of pre-charged funds, causing the problems of "difficulty in refunding" and "running away with money"; In some places, the invisible mutation training of disciplines continues to mutate, charging high training fees, leaving supervision, infringing on the interests of students and parents, and bringing quality and safety risks. In order to create a good consumption environment for off-campus training and effectively protect the legitimate rights and interests of students and parents, after research, it was decided to carry out a special action of "safe consumption" for off-campus training. The relevant work is hereby notified as follows.

1. Work objectives

Through special actions, further curb excessive fees and excessive profit-seeking behavior of off-campus training; Comprehensively prevent problems such as "difficulty in refunding" and "running away with money", and effectively solve the reasonable refund demands of students' parents; Resolutely prevent and control invisible mutation training in disciplines without qualifications, quality assurance, and security; Enhance students' parents' awareness of consumption protection as a whole, and effectively maintain an off-campus training and consumption environment that makes the people feel at ease, at ease, and comfortable.

(3) Standardize training fee collection behavior, and adhere to the public interest nature of off-campus training. Local administrative departments for education should establish work accounts in conjunction with relevant departments, comprehensively investigate and grasp the implementation of the fee items and standards of off-campus training institutions, and the fee publicity system, especially focusing on whether there are over-time and over-limit fees, whether government guidance prices are strictly implemented, and whether there are problems such as failure to clearly mark prices in accordance with regulations, price fraud, and false publicity. The education administrative department should work with relevant departments to do a good job of refunds for training institutions charging fees for more than 60 months or 5000 class hours, and non-discipline training institutions charging more than <>,<> yuan at a time. Clues on problems such as failure to implement government guidance prices, failure to clearly mark prices in accordance with regulations, price fraud, and false publicity should be transferred to the relevant competent departments for further investigation and handling.

(2) Strengthen the supervision of pre-charged funds for off-campus training, and protect the safety of students' parents' payment. Local education administrative departments shall, in conjunction with relevant departments, strictly supervise the pre-charged funds of off-campus training institutions in accordance with the requirements of "two comprehensive inclusions", focusing on whether the opening and use of special accounts for the supervision of pre-charged funds, special accounts for risk margins, and special accounts for training fees are standardized; Whether there is a problem of collecting training fees through methods other than those stipulated by the regulatory authorities, and "extracorporeal circulation" to avoid the supervision of funds; Whether there is a problem of "one-size-fits-all", risk margins are not approved in accordance with the principle of "one institution, one approval", and capital supervision is a formality.

(2021) Accelerate the resolution of consumer disputes in off-campus training, and protect the lawful rights and interests of students' parents. Local education administrative departments should work with relevant departments to promote the full use of the "Contract for Off-campus Training Services for Primary and Secondary School Students (Model Text) (<> Revised Edition)", clearly stipulating the circumstances and methods of refunds; Actively explore effective ways to strengthen the supervision of prepaid funds, and support consumer associations to carry out social supervision through various methods such as investigation, physical examination, and participation in supervision and inspection. Local education administrative departments and consumer association organizations should give play to their respective functional advantages, improve the system for protecting consumer disputes in the field of off-campus training, unblock channels for consumer complaints, widely accept disputes over refund fees by students' parents, and allow parents in difficulty to seek help and receive timely assistance. Local consumer associations should play a good role as a bridge and link, actively communicate and cooperate closely with relevant departments, promote multi-channel dispute resolution mechanisms, and effectively resolve disputes over students' parents' refund complaints.

(4) Strengthen safety inspections of off-campus training institutions and create a healthy and safe consumption environment. Local education administrative departments shall, in conjunction with relevant departments, carry out a special safety investigation of off-campus training institutions within administrative areas, urge and guide off-campus training institutions to perform the main responsibility of fire safety in accordance with the law, make up for the facilities and equipment of civil air defense, physical defense, and technical defense, and build a solid bottom line of safety risks. Promptly announce to the public off-campus training institutions that have outstanding safety hazards and fire safety violations. Where the fire safety conditions of the training site do not meet the requirements of national norms and standards, rectification is not in place, or safety cannot be ensured, it shall be dealt with seriously in accordance with laws and regulations.

(5) Strengthen guidance on consumer education, and enhance students' parents' awareness of consumption safety. Local administrative departments of education should work with relevant departments and consumer associations to do a good job in guiding off-campus training and consumer education, publicize the concept of scientific consumption through various methods such as issuing consumption tips, proposals, promotional videos, and animated strips, strengthen guidance on consumption education for students' parents, enhance students' parents' awareness of consumption rights, responsibilities, consumption protection, and safety responsibility, and effectively avoid consumption traps.

(6) Standardize off-campus training behavior, and prevent discipline-based invisible mutation training. Local education administrative departments should work with relevant departments to establish and effectively use the grid comprehensive management mechanism, and include invisible mutation training and investigation into the key content of grid members' daily investigation; It is necessary to strictly implement the provisions that off-campus training institutions must not occupy national statutory holidays and rest days to organize discipline-based training; Do a good job of prevention of key institutions and personnel, accurately and effectively establish four lists of key places, key personnel, key institutions, and key websites for the prevention and control of invisible mutations, and carry out thematic governance for prominent forms of invisible mutations such as "one-on-one", "live-in teachers" and "high-end housekeeping"; Make good use of public supervision forces such as off-campus training social supervisors, establish key institutions and individual accounts for illegal investigation based on illegal training, complaints and reports, strengthen tracking and inspection, timely record and exit accounts, and do a good job of dynamic management; It is necessary to strengthen daily inspections, continue to carry out online inspections, and resolutely prevent discipline-based invisible mutation training from infringing on the vital interests of the people.

4. Work requirements

(1) Strengthen organizational leadership. Under the unified leadership of local party committees and governments, local education administrative departments and consumer association organizations should effectively improve their political standing, meticulously organize and implement, and take the special action of "safe consumption" for off-campus training as a major matter to solve the people's urgent difficulties and worries, and earnestly protect the legitimate rights and interests of students' parents. The special action should focus on the county level, fully mobilize the enthusiasm of all quarters, and strengthen supervision and guidance at the provincial and municipal levels to ensure the effectiveness of the work.

(5) Refine work arrangements. Local education administrative departments should give full play to the role of the leading department of the special coordination mechanism for the "double reduction" work, formulate action plans, refine work arrangements, and tighten and compact responsibilities. For the supervision of pre-fee funds, local education administrative departments shall, in conjunction with relevant departments, establish a three-level linkage inspection mechanism for county-level self-inspection, city-level review, and provincial-level spot checks, and the county-level is responsible for leading the completion of a comprehensive inspection and rectification of the supervision of all off-campus training pre-fee supervision in the county by the end of May; The city-level should organize and complete the review work in mid-June, and the proportion of counties (districts) selected for review should not be less than 6/1, and the number of institutions should not be less than 2% of the total number of municipal institutions; The provincial level should organize and complete random inspections by the end of June, with no less than 10/6 of the prefectures and cities inspected, and the number of random inspection institutions not less than 1% of the total number of provincial institutions. Local consumer associations should actively cooperate to promote the resolution of consumer disputes in off-campus training, and strive to do a good job in guiding off-campus training consumer education.

(3) Strengthen supervision and accountability. Local education administrative departments should include the special action of "safe consumption" of off-campus training into the important content of the government's supervision and evaluation of performing educational duties, and promote the implementation at all levels. Where responsibilities are not implemented, measures are not in place, and the people have strong reactions, they must be seriously held accountable, and violations should be reported from time to time.

Local education administrative departments should work with local consumer associations to form a summary report on the relevant situation of the special action, and report it to the Ministry of Education (Department of Off-campus Education and Training Supervision) before the end of June 2023.
