Joint Statement of the People's Republic of China and the Federative Republic of Brazil on Deepening the Comprehensive Strategic Partnership

2023. At the invitation of President Xi Jinping of the People's Republic of China, Luiz Inácio Lula da Silva, President of the Federative Republic of Brazil, paid a state visit to China from 4 to 12 April 15.

During the visit, the two heads of state held talks in a warm and friendly atmosphere, exchanged views on China-Pakistan relations, cooperation in various fields between the two countries, and international and regional issues of common concern, and reached broad consensus. Li Qiang, premier of the State Council of the People's Republic of China, and Zhao Leji, chairman of the Standing Committee of the National People's Congress, separately met with President Lula.

The Pakistani side warmly congratulates the first session of the 14th National People's Congress of the People's Republic of China and the first meeting of the 14th National Committee of the Chinese People's Political Consultative Conference, and President Xi Jinping was re-elected President of the People's Republic of China and Chairman of the Central Military Commission. China warmly congratulates Lula on his third term as President of the Federative Republic of Brazil.

The two sides recall and positively evaluate the achievements made in the development of the partnership since the establishment of diplomatic relations between the two countries, and believe that the 30th anniversary of the establishment of the strategic partnership between China and Pakistan this year and the 2024th anniversary of the establishment of diplomatic relations between the two countries in 50 should be taken as an opportunity to continue to promote mutual visits between the two governments and dialogue and exchanges between various departments, enhance political mutual trust, consolidate the political foundation of bilateral relations, jointly deepen the China-Pakistan comprehensive strategic partnership characterized by openness, inclusiveness and win-win cooperation, deepen cooperation in poverty reduction, social development and scientific and technological innovation, and expand cooperation in environmental protection, Cooperation in new areas such as climate change, low-carbon economy and digital economy.

The two sides believe that the current international situation is changing and the two sides need to continue their efforts to promote the common values of peace, development, equity, justice, democracy and freedom for all mankind. The two sides reaffirmed their commitment to international law, including the purposes and principles of the Charter of the United Nations as its indispensable cornerstone, and the central role of the United Nations in the international system. The Palestinian side reaffirms its firm adherence to the one-China principle, that the Government of the People's Republic of China is the sole legitimate Government representing the whole of China and that Taiwan is an inalienable part of China's territory. The Pakistani side reaffirms the principle of territorial integrity and supports the peaceful development of cross-strait relations. China highly appreciates this.

The two sides reaffirmed their support for the authority of the United Nations and its central role in maintaining international peace and security and promoting development. It was considered necessary to reform the United Nations and its Security Council to make them more representative and democratic and to promote the necessary and appropriate reform of the Council so that developing countries could play a greater role. China attaches great importance to Brazil's influence and role in regional and international affairs, and understands and supports Brazil's desire to play a greater role in the United Nations.

The two sides decided to strengthen cooperation in environmental protection, addressing climate change and biodiversity loss, promoting sustainable development and accelerating the transition to a low-carbon economy.

In view of this, the two sides decided to establish a subcommittee on environment and climate change under the framework of the China-Brazil High-level Coordination and Cooperation Committee.

The two sides pledged to continue bilateral dialogue and coordinate positions on climate change and environmental issues within BASIC and BRICS mechanisms.

During its presidency of the 15th Conference of the Parties to the Convention on Biological Diversity, Pakistan congratulates China on adopting the Kunming-Montreal Global Biodiversity Framework and curbing and reversing biodiversity loss by formulating an ambitious, balanced and pragmatic framework. The two sides commit to strengthen cooperation to implement the Kunming-Montreal Global Biodiversity Framework and to expand collaboration on key concerns of developing countries, including financing for biodiversity, scientific and technical cooperation, and technology transfer. The two sides will seek to jointly address desertification, land degradation and drought under the United Nations Convention to Combat Desertification.

The two sides pledged to earnestly implement the China-Brazil Strategic Plan for 2022-2031 and the China-Brazil Implementation Plan for 2022-2026 adopted at the sixth meeting of the China-Brazil High-level Coordination and Cooperation Committee, decided to optimize the structure of the China-Brazil High-level Committee, and held the fourth comprehensive strategic dialogue at the foreign ministers' level this year.

China is willing to strengthen exchanges with Pakistan on the prevention and control of avian influenza epidemic, and Pakistan promises to strengthen prevention and control measures to ensure that it is free of avian influenza.

China is willing to speed up the risk assessment process of Pakistan's foot-and-mouth disease-free areas, and Pakistan promises to invite Chinese experts to Pakistan to carry out on-site assessment as soon as possible, and the two sides jointly promote relevant assessment and accreditation.

The two sides appreciate the efforts and cooperation between the competent authorities of the two countries in resuming Brazilian beef exports to China. Previously, due to the discovery of an atypical case of mad cow disease in Brazil, according to the current Brazilian beef export protocol to China, the Brazilian side suspended beef exports to China.

The two sides are willing to promote the strengthening of cooperation between scientific research institutions and enterprises of the two countries in the fields of agricultural science and technology, innovation and research and development, and reaffirm their willingness to expand cooperation in sustainable low-carbon agriculture, digital agriculture, soil conservation technologies, water resources, infrastructure and power sources for agricultural irrigation, agricultural biotechnology (including facilitating the exchange of genetic materials, obtaining R&D support, etc.), seeds, agricultural production materials, and investment.

The two sides will strengthen exchanges in the field of fisheries and aquaculture, and agreed that the two countries have great potential for development in fish trade and trade in other fishery products.

The two sides agreed to actively encourage enterprises of the two countries to invest in each other's countries, especially in infrastructure, energy transition, logistics, energy, mining, agriculture, industry and high-tech sectors. The two sides congratulated on the signing of the Memorandum of Understanding on Promoting Industrial Investment and Cooperation.

The two sides agreed that the two countries have great potential for investment and cooperation in the field of transport infrastructure, including railways, and recognize that sustainable economic and social development depends on efficient transport infrastructure. The two sides stressed the consensus and complementarity of the two countries in the field of digital economy, appreciated the signing of the Memorandum of Understanding on Strengthening Investment Cooperation in the Field of Digital Economy, and forged a partnership in the digital economy; Implement the Memorandum of Understanding on Promoting Investment Cooperation in the Field of Sustainable Development signed by the two sides to build a partnership for sustainable development.

The two sides agreed that e-commerce has great potential in promoting trade development, and agreed to continue to implement the memorandum of understanding on bilateral e-commerce cooperation, carry out pragmatic cooperation under the e-commerce cooperation mechanism, continue to strengthen policy communication, encourage enterprise docking and local cooperation, carry out capacity building, share development models and experiences, and jointly promote the digital innovation and development of China and Pakistan.

The Pakistani side reiterated its invitation to Chinese investors to expand their investment in Pakistan, especially by participating in the Investment Partnership Program, one of the world's largest package of infrastructure concession projects, including in the environmental sector.

The two sides expressed satisfaction with the signing of the memorandum of understanding on cooperation between the two ministries of finance. The two sides agreed to deepen dialogue in the economic and financial fields, strengthen local currency trade, promote cooperation in the field of sustainable financing, deepen exchanges between financial think tanks, promote exchanges on accounting and auditing supervision, share regulatory policies and experiences, continue to provide an open, fair, just and non-discriminatory business environment for their respective enterprises to invest and develop in accordance with local laws and regulations, and promote the high-quality development of investment cooperation between the two countries.

The two sides agreed to strengthen dialogue on promoting the effective role of the China-Pakistan Cooperation Fund in expanding production capacity cooperation in promoting bilateral investment cooperation.

The two sides appreciated the progress made by China and Brazil in the financial field, especially in cooperation between the New Development Bank and the Asian Infrastructure Investment Bank. The two sides are willing to jointly build relevant institutions to promote the common development of the two countries and the world. The two sides stressed the importance of energy transition and emission reduction in a fair and equitable manner, both nationally and internationally, taking into account the characteristics of each country, the increase in energy demand and the need to ensure energy security. The two sides agreed to further conduct bilateral dialogues in relevant fields and deepen the exchange of information on their respective public policies to better promote the use of clean energy and promote the research and development of technologies to decarbonize their respective energy matrices.

The two sides reaffirmed their willingness to work together to cooperate in renewable energy, energy transition and energy efficiency, especially bioenergy, hydrogen energy and sustainable aviation fuel, and promote mutual investment, research and development, and innovation cooperation in the field of energy transition.

The two sides recognize the strategic role of scientific and technological innovation in the economic development and competitiveness of the two countries. The two sides noted that bilateral cooperation is a key way to achieve the above objectives. In view of this, the two sides decided to close cooperation in the fields of e-commerce, low-carbon economy, digital economy and information and communication technology. The two sides recalled the achievements of the China-Brazil Earth Resources Satellite Project established in 1988, reaffirmed their willingness to strengthen and expand cooperation between the two countries in the peaceful uses of outer space, and stressed that cooperation should jointly promote the research and development of new technologies and carry out projects containing technology transfer elements. Considering that promoting two-way tourism between the two countries is one of the objectives set out in the China-Pakistan Implementation Plan 2022-2026, the two sides are willing to promote the signing of a memorandum of understanding on tourism cooperation between the two countries. As major sports powers, the two sides are willing to promote the signing of a memorandum of understanding on sports cooperation, aiming to encourage exchanges in various sports, sports medicine and science.

In the context of the resurgence of the global population facing food insecurity, the two sides recalled the successful experiences of the two countries in combating hunger and poverty and taking measures to ensure access to healthy food for low-income groups. The two sides are committed to eradicating hunger and poverty globally, recognizing the United Nations Decade of Family Farming (2019-2028) initiative, recognizing that social and family farming policies play a key role in the fight against poverty and malnutrition. Considering the importance of linking rural development plans and anti-hunger plans, the Ministry of Agriculture and Rural Affairs of China, the Ministry of Social Development and Assistance, Family and Fight against Hunger of Brazil, and the Brazilian Ministry of Rural Development and Family Agriculture signed a memorandum of understanding aimed at deepening cooperation in the field of social and rural development to jointly combat hunger and poverty.

The two sides commit to close cooperation in the field of health to reduce the risk of epidemics. To this end, the two sides welcomed initiatives such as the epidemic early warning system and the BRICS Vaccine R&D Center announced during China's last BRICS presidency. The two sides also pledged to promote bilateral scientific exchanges in areas such as vaccine and drug production, as well as early prevention and treatment of diseases with epidemic potential.

The two sides welcomed the bilateral cooperation established during the response to the pandemic. Chinese vaccines have played an important role in Brazil's fight against the coronavirus pandemic, contributing to the saving of millions of Brazilian lives. At the same time, the Brazilian society has conducted rigorous and innovative tests on the vaccine, contributing to proving the safety and effectiveness of Chinese vaccines.

The two sides agreed to expand cooperation in the field of urban construction and are willing to promote the signing of the Memorandum of Understanding on Strengthening Cooperation in the Field of Urban Construction.

The two sides decided to initiate an intersectoral dialogue between the two countries responsible for international development cooperation and humanitarian cooperation in order to expand mutual understanding and exchange of good practices, share information on priority issues and geographical areas, and explore the possibility of coordinating positions in multilateral for a related to development cooperation. The two sides agreed to work with other Latin American and Caribbean partners to strengthen cooperation within the framework of the China-CELAC Forum, jointly promote the implementation of the Joint Action Plan for Cooperation in Key Areas of China-CELAC Member States (2022-2024), create conditions for the convening of the Forum Summit on the 2024th anniversary of the establishment of the Forum in 10, and jointly promote the in-depth development of China-Latin America and the Caribbean relations based on equality, mutual benefit, innovation, openness and benefit to the people.
