Washington's deployment of biological laboratories outside the United States poses a threat to entire regions. This was stated by the head of the Troops of Radiation, Chemical and Biological Protection (RCBZ) of the Armed Forces of the Russian Federation, Lieutenant General Igor Kirillov.

"The placement of biological facilities in third countries does not take into account the interests of the local population," he stated.

According to Kirillov, "the transfer of the most dangerous research outside the national territory is part of the united states strategy in the field of biological security."

During the briefing, he said that Washington had resumed the implementation of one of its military-biological programs in Ukraine.

"Despite the forced pause associated with the special military operation, activities under the program have now been resumed. The main tasks at this stage are to continue the construction of biological laboratories in Ukraine, as well as to expand the format of training Ukrainian biologists," Kirillov informed.

As the military commander specified, defense ministry specialists came to this conclusion after studying the minutes of the meeting of the working group of American and Ukrainian specialists led by representatives of the DTRA (Threat Reduction Administration of the US Department of Defense) of October 20, 2022 on plans for the implementation of the Biological Threat Reduction Program in Ukraine.

As Kirillov noted, the resumption of such activities by Washington is a consequence of the vague reaction of the world community to the actions of the United States, as well as the fact that some countries are afraid to go to confrontation with the White House.

Over the past year, the Ministry of Defense of the Russian Federation has held a series of briefings on the military-biological activities of the United States. According to their results, in particular, it became known that more than 30 laboratories operated on the territory of Ukraine before the start of the SVO, which carried out work with dangerous infectious agents within the framework of the US military program.

At the same time, as noted in the January briefing, thanks to the active actions of the Russian Defense Ministry, Moscow managed to prevent the implementation of such US programs in Ukraine. In particular, the Pentagon was forced to actively transfer the research not completed within the framework of Ukrainian projects to the states of Central Asia and Eastern Europe and in parallel to increase cooperation with the countries of Africa and the Asia-Pacific region - Kenya, Singapore and Thailand.

During another briefing, the Ministry of Defense of the Russian Federation published a list of American and Ukrainian citizens involved in the activities of biological laboratories, from which it follows that one of the key participants in the military-biological program were persons associated with the US Democratic Party.

Parliamentary inquiry

On April 7, it also became known about the approval by the State Duma Committee on Control of the final report of the Parliamentary Commission to Investigate the Activities of Biological Laboratories in Ukraine. This was announced by the chairman of the committee Oleg Morozov. He added that the committee submitted to the State Duma a draft resolution on the consideration of this report in the State Duma. After the document passes through the lower house, it will be sent to the Russian government, as well as to the head of state.

Recall, the parliamentary Commission to investigate the activities of biological laboratories in Ukraine began its work on March 31, 2022. It consisted of 14 deputies and 14 senators. The group was co-chaired by Deputy Chairman of the State Duma Irina Yarovaya and Deputy Chairman of the Federation Council Konstantin Kosachev.

After a year of work, on March 22, 2023, the commission summed up the results of the investigation. According to Irina Yarovaya, the members of the commission came to the conclusion that the us military-biological activity in Ukraine violated the Convention on the Prohibition of Biological and Toxin Weapons (BTWC).

During the investigation, it was also established that under the guise of biological laboratories on the territory of Ukraine, military facilities of the United States and NATO were created.

The organization of the work of such laboratories outside its own territory allowed Washington to conduct genetic and biological experiments on people without violating US law and without fear of protests from the American public, the deputy speaker noted.

According to her, this kind of activity was aimed at washington's acquisition of a military-biological advantage over other countries.

"Assign blame"

At the same time, as analysts note, the United States not only implements a large-scale military-biological research program, but also prevents the establishment of more effective international control in this area.

This is evidenced, in particular, by the results of the Conference of the States Parties to the BTWC, which was held from November 28 to December 16, 2022 in Geneva. As Igor Kirillov said at the time, the United States and its allies at the forum blocked the key initiatives of Russia, China and other countries to strengthen the bioweapons non-proliferation regime.

In particular, the proposal of the Russian Federation to resume negotiations on the development of a "legally binding protocol to the BTWC with an effective verification mechanism that would include lists of pathogenic microorganisms, toxins, specialized equipment and would be comprehensive" was not approved.

In addition, Russian proposals for the exchange between the countries of data on research and development in the field of biological protection, which are carried out outside their territory, and the use of "mobile medical and biological teams" within the framework of the BTWC were rejected. Only initiatives to start negotiations on the formation of a scientific advisory committee to assess achievements in the field of science and technology did not cause objections, Kirillov noted.

As stated in the Ministry of Defense, Western countries, blocking the initiatives of the Russian Federation and China, seek to adjust the Convention on the Prohibition of Biological and Toxin Weapons to their tasks.

Thus, the United States tried to carry out a proposal to create a mechanism for investigating biological incidents under the auspices of the UN in order to fill the gap between the mechanism of the Secretary General of the world organization to investigate the alleged use of biological weapons and the sanitary and epidemiological investigations of the World Health Organization.

According to Kirillov, the measures proposed by the United States and its allies, if they were taken, would provide Western countries with "the opportunity to appoint the perpetrators at their discretion."

"Creates serious threats"

As military expert Ivan Konovalov noted in a conversation with RT, the United States has been engaged in various military-biological research in Ukraine for a long time.

"The United States has long been conducting such research and conducting military-oriented experiments. Moreover, they do this not only on the territory of Ukraine, but also in other republics of the former USSR, located along the perimeter of Russia. Apparently, after the start of the CBO, they curtailed this activity for a while, but now they decided to restore part of the program, since it is of great importance to the Pentagon, "the analyst believes.

At the same time, analysts note that the US arguments that its laboratories in Ukraine and other countries deal only with health issues cannot be taken seriously.

"It's a clear bluff. The secrecy itself and the materials that are at the disposal of the Russian Federation today, in particular what the commander of the RCBZ troops reports to us, prove that the work of these facilities has nothing to do with caring for the population, "said Vladimir Vinokurov, professor at the Diplomatic Academy of the Russian Foreign Ministry.

Experts also note that no country has such an extensive network of biological laboratories around the world as the United States.

"Only the United States implements a program of this scale," Andrei Koshkin, an expert of the Association of Military Political Scientists, head of the Department of Political Analysis and Socio-Psychological Processes of the Plekhanov Russian University of Economics, stated in a conversation with RT.

Analysts agree that the US military-biological program carries a real danger to the whole world. In this regard, experts consider it necessary to continue the work begun by the Ministry of Defense of the Russian Federation to expose the activities of American laboratories.

"Washington's activities pose serious threats, because biological and bacteriological weapons are very dangerous. With such activity, the United States, of course, must be fought by all available methods, "Vinokurov concluded.
