The senator noted that he "completely agrees" with the decision of the State Duma Council.

"Last year we paid our dues. But we were not allowed to enter Birmingham, we were pointedly not issued visas, we were not allowed to enter Warsaw for the summer and autumn sessions. And we had the winter one online. What were we paying for then if we didn't work and participate in the meetings? Therefore, I think today it was decided to set off last year's contribution as this year's contribution, since we did not use it," Jabarov explained.

In his opinion, if the Russian delegation is not allowed to continue to work, then the issue of reimbursement of the amount paid will be raised.

"You can't act so brazenly. To take money and at the same time draconian methods not to let us in. Although nowhere is this stipulated," the senator added.

Also, the interlocutor of RT recalled that after the previous non-admission by Finland of the Russian delegation of the OSCE PA, it was decided to ban the non-admission of delegations.

Earlier, the Chairman of the State Duma of Russia, Vyacheslav Volodin, said that the State Duma Council decided to suspend the payment of contributions to the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE PA) for 2023.

According to him, it was decided to recalculate for 2023 the contribution that Russia paid last year.
