The eight central regulations are long-term and effective iron rules and hard levers, and we must continue to deepen the implementation of the spirit of the eight central regulations and persistently correct the "four winds". Recently, the General Office of the CPC Central Committee issued the "Work Plan for Conducting Investigation and Study in a Vigorous Manner in the Whole Party," and discipline inspection and supervision organs at all levels should go deep into reality, the grassroots level, and the masses to study new situations, solve new problems, sum up new experiences, and explore new laws. Highlight problem-oriented and goal-oriented, pay close attention to key issues such as formalism, bureaucracy, privileged thinking and privileged behavior, combine regional, industry-specific and phased characteristics, grasp common and recurring problems, dig deep into the root causes, pinpoint the crux, accurately correct them, and enhance practical results. Go to the problem, focus on the problem and change

Continue to rectify formalistic bureaucracy that increases the burden on the grassroots level

The Second Plenary Session of the 20th Central Commission for Discipline Inspection made arrangements for rectifying formalism and bureaucratic problems that increase the burden on grassroots units on the new journey. The new journey calls for a new atmosphere and new actions, and it is necessary to adhere to the problem-oriented approach, intensify the rectification of formalism and bureaucracy, continue to loosen the shackles and reduce the burden on the grassroots level, and encourage the vast number of cadres to strive to achieve the goals and tasks set by the 20th National Congress of the Party with full spirit and high morale.

Rectifying formalism and bureaucracy to reduce the burden on grassroots units is an important task specially deployed and promoted by the Party Central Committee for five consecutive years, and we must pay close attention to it and pay unremitting attention to it. Since the 5th National Congress of the Communist Party of China, the Party Central Committee has made a decisive decision to combine solving formalism and bureaucratic problems with reducing the burden on the grassroots level, and has unceasingly promoted rectification. Although the focus of rectification every year has its own emphasis, they all highlight the problem orientation, and always adhere to the principle of focusing on rectifying whatever problems are prominent. Through unremitting efforts, the rectification work has achieved remarkable results. To realize the mission and task of comprehensively promoting the great rejuvenation of the Chinese nation with Chinese-style modernization, the most solid force is supported at the grassroots level, and the most prominent contradictions and problems are also at the grassroots level; it is necessary to firmly establish a clear orientation for grasping the grassroots in a big way, firmly grasp the formalism and bureaucratic problems that increase the burden on the grassroots units, intensify efforts to rectify the situation in depth, free the grassroots cadres from the shackles of formalism and bureaucratism, unite the strength to really grasp the work, and provide a strong guarantee for a good start and a good start in the new journey with a good work style.

To reduce the burden on the grassroots level, we must anchor outstanding problems and continue to show our swords against unhealthy trends. Judging from the situation of supervision and discipline enforcement, some problems that increase the burden on grassroots units are still repeatedly prohibited, and new situations and trends are constantly breeding. It is necessary to remain sober and firm, discover and rectify problems that strongly reflect at the grassroots level one by one, deepen special rectification of problems that occur widely, and deepen the work of reducing the burden at the grassroots level in the process of discovering and solving problems. At present, problems such as the sea of documents, excessive and frequent supervision and examinations, and "formalism at the fingertips" have been curbed to a certain extent, but there are still many complaints from cadres and the masses, and some invisible mutations have appeared. It is necessary to resolutely rectify and deal with problems that are "manifested at the grassroots level and rooted at the top," leading organs must take the lead in reforming and taking the lead in rectifying them, and when multiple higher-level departments are involved, they must also answer the same questions together, so as to resolutely prevent "the higher levels from getting sick and the grassroots taking medicine." It is necessary to focus on preventing unhealthy tendencies that increase the burden on township, township, and village-level organizations, and whether the energy of cadres at the township and village levels is used to fill out forms to meet inspections or develop industries directly affects the progress and quality of rural revitalization.

To reduce the burden on the grassroots level, we must pay attention to solving deep-seated problems and improve the long-term mechanism, which not only reduces the burden on cadres, but also empowers practical work. The problems of formalism and bureaucracy are deeply rooted and closely related to factors such as ideology, work methods, and institutional mechanisms. We should find the root cause of the consciousness of party spirit, combine it with the theme education to be launched by the whole party, urge leading cadres at all levels to strengthen theoretical arming, firmly establish a correct concept of political achievements, unify responsibility to the top with responsibility to the bottom, always tighten the string of reducing the burden on the grassroots level, and lead the consciousness of action with the ideological understanding in place. Discipline inspection and supervision cadres should adhere to higher standards and stricter requirements, and build a solid ideological foundation for opposing formalism and bureaucracy in the course of education and rectification. To improve the system and mechanism to reduce pressure and empowerment, focus on theoretical learning, policy formulation, deployment tasks, supervision and implementation, assessment and inspection, accountability, reward and punishment and other aspects of the link, targeted improvement of the prevention and control of formalism and bureaucracy system and bureaucracy, vigorously promote the modernization of grassroots governance system and governance capacity, and strive to improve the long-term mechanism of pressure reduction and empowerment. In order to motivate cadres to take on responsibilities and add vitality, we use supervision and pressure and trust to strengthen our efforts, implement the requirements of "three distinctions" in detail, actively promote fault tolerance and correction, seriously investigate and deal with false accusations and frame-ups, promptly do a good job in clarifying and correcting their names, take responsibility for those responsible, and constantly gather the majestic strength of the vast number of cadres to "roll up their sleeves and work hard."
