Investigation and research are the heirlooms of the Communist Party of China and the basic skills for doing a good job in all work. General Secretary Xi Jinping attaches great importance to investigation and research, saying that investigation and research is the basis and way to achieve things, without investigation there is no right to speak, without investigation there is no decision-making power.

"If you don't eat pears, how do you know the taste of pears?" This is what Xi Jinping often said at the grassroots level during his work in Zhejiang. He used an analogy: "Research is like 'October pregnancy,' decision-making is like 'one birth'." The process of investigation and research is the process of scientific decision-making, which must not be omitted or sloppy. ”

Looking back at Xi Jinping's political experience, it is not difficult to find that he always understands and considers problems on the basis of in-depth research——

In Zhengding, Hebei, he traveled to 25 townships and 221 villages in the county; In Ningde, Fujian, he traveled to 3 counties within three months of his arrival; When he went to Zhejiang, he spent more than one year running all over 9 counties and municipalities in the province; In only 1 months in Shanghai, he has visited 90 districts and counties in the city; Since becoming the general secretary of the party, his footprints have spread all over the country.

Xi Jinping's "run" is not to look at flowers and put on a show, but to sink down to find out the truth and do practical things. He often rides an old-fashioned phoenix brand "28" bicycle to the countryside at Zhengding, and carries it on his shoulder every time he rides to the beach of the Tuotuo River; After working in Xiamen, he bought a "Wuyi" brand bicycle, and still rode around to investigate. Although this method is hard, it can go deep into the front line, understand the situation deeply, and really have a clear picture.

From the development path of Zhengding's "semi-suburban type" economy to the fighting spirit of "weak birds fly first" and "dripping water through stones" in eastern Fujian, from planning Fuzhou's "3820" strategic project to leading Zhejiang's reform and development with the "Eighth Eight Strategy"... A series of strategic plans proposed by Xi Jinping during his local work were derived from in-depth research. After the 14th National Congress, he traveled to <> contiguous poverty-stricken areas and proposed a precise poverty alleviation strategy, which became a magic weapon to win the battle against poverty.

Some people say that communication is very developed now, and you can also understand a lot of information by making phone calls, sending WeChat, and looking at materials. But the bread chewed by others has no taste, and it is better to watch it on the spot, listen to it in person, and ask directly.

In December 2012, Xi Jinping braved the bitter cold to come to Fuping, Hebei Province, deep in the Taihang Mountains, and he lamented: "If you can see real poverty, it will be worth it." This sentence shows the importance of leading cadres to observe the truth and listen to the truth.

It is not easy to do a good job of investigation and research, and there is a lot of knowledge about where to look, what to see, how to look, and who to talk to, what to talk about, and how to talk.

Xi Jinping is an expert in investigation and research. In the 80s of last century, he conducted a questionnaire survey in Zhengding, and took the staff to set up tables on the street, and when ordinary people passed by, he took the initiative to hand over the questionnaire. When he was the secretary of the Fuzhou Municipal Party Committee, Xi Jinping also deployed and distributed more than 1,<> questionnaires to collect opinions from all sides on Fuzhou's development.

With the development of the times, the research methods have also evolved with the times.

In February 2003, Xi Jinping pointed out at the study meeting of the theoretical study center group of the Zhejiang Provincial Party Committee that one method is not as good as several methods in terms of research methods. He called on party-member cadres to adopt different investigation methods in concrete practice according to different investigation tasks and requirements, combine micro-investigation with macro-investigation, combine qualitative analysis with quantitative analysis, make bold innovations, and take a multi-pronged approach to improve the efficiency of investigation work and the quality of research results.

In the face of a large number of materials and situations, how to ensure that the research results are authentic and credible? Xi Jinping has repeatedly mentioned the 6-character recipe: exchange, comparison, and repetition. Before a policy is introduced, he listens to "eight sides": not only to talk to cadres, experts, and old comrades, but also to pay attention to the opinions of colleagues and subordinates. When talking to someone and listening to reports, he would take out a pen and notebook and write down questions and suggestions. Xi Jinping stressed that "drilling into the nest of contradictions" to understand the truth, "look less at vases and bonsai, and look more at the backyard and corners."

Whether the investigation and research is done well or not does not depend on the scale and length of the investigation, nor does it just look at how well the research report is written, the key depends on the effectiveness of the investigation, the application of the results, and whether the problem can be solved well.

Former colleagues recalled that Xi Jinping's research has a characteristic: the problems that can be solved on the spot are solved immediately, and those that are difficult to solve are brought back for research and solution. Moreover, everything he has arranged must be personally investigated and checked. For example, during his work in Fujian, he regularly followed up and inspected the implementation of "table pollution" and promoted the construction of institutional efficiency.

Xi Jinping's first article published in the "Zhijiang Xinyu" column of Zhejiang Daily was entitled "Research Work Strives for "Deep, Practical, Detailed, Accurate and Effective". These five words contain profound philosophy and methodology, and also reflect Xi Jinping's in-depth and realistic research style.

Small wisdom governs things, big wisdom governs. Xi Jinping not only took the lead in conducting research, but also attached great importance to the construction of the system of investigation.

When he was in Zhejiang, Xi Jinping advocated a system in which cadres from the general office of the provincial party committee went to people's homes to see the situation and bring back what they saw and heard "originally" during the National People's Congress and the National People's Congress. Dozens of investigation materials were sorted and compiled into volumes, and Xi Jinping read them one by one, page by page, marking and annotating them, and some of them were forwarded to relevant departments, either for study, or for absorption, or for rectification.

Under Xi Jinping's instructions, the Zhejiang Provincial Party Committee also made institutional provisions for strengthening investigation and research: members of provincial-level and municipal and county leading groups should conduct grassroots research for two months and three months respectively each year, and major leading cadres should write one or two high-quality research reports by themselves; Leading cadres should establish contact points at the grassroots level, leading cadres at the provincial level should visit the contact points at least twice a year, and leading cadres at the city and county levels should maintain regular contact with the grassroots points.

Improving the investigation system and establishing a long-term mechanism is a powerful guarantee for doing a good job in investigation and research.

Recently, the CPC Central Committee Office issued the "Work Plan for Investigation and Study in the Whole Party." (Source: Chinese government website)

After the 1th National Congress, the central authorities promulgated eight regulations on improving work style and maintaining close ties with the masses, the first of which is to improve investigation and study. Recently, the CPC Central Committee Office issued the "Work Plan on Investigation and Research in the Whole Party", requiring each member of the leading group at and above the county and department level to lead one topic to carry out research. A series of effective systems are making investigation and study a conscientious and regular activity of leading cadres at all levels.

Xi Jinping once described his work experience as follows: "With the correct work ideas, we can achieve twice the effect with half the effort." So, how to sort out scientific work ideas? The most fundamental thing is to do a good job in investigation and study, which is the basis for leaders to seek things and the way to achieve things. ”
