Security expert and former computer hacker André Catry believes Russian actors are behind the attack on aged care.

- Most likely it was the Russian. If it wasn't a ransomware attack, you have to ask yourself the question "who benefits from creating chaos in Sweden?" and then the answer will be a state actor, he says.

Catry believes the purpose is to ensure that citizens lose trust in the community.

"They hit the vulnerabilities they happen to find, and now it happens to be the security alarms," Catry says.

Wants to create concern

Even cyber security expert Marcus Murray believes Russia is responsible for the attack and shares the picture that it is an attempt to shake Swedish society.

– It creates media power and can then get a reinforced message to the citizens, that we as Swedes should feel unsafe, says Marcus Murray who works with IT security at the company Truesec.

Marcus Murray is used to investigating attacks on municipalities and public activities and says that there is an increased trend to attack important societal functions.

In order to prevent cyberattacks, he believes, municipalities must place higher demands on their suppliers when it comes to cyber security.
