An arrest of Vladimir Putin by a foreign country following the arrest warrant issued last week by the International Criminal Court would amount to "declaring war" on Moscow, a senior Russian official has warned.

"Let's imagine the thing (...) The head of state of a nuclear power goes to, say, Germany and is arrested. What is this? A declaration of war against Russia," former President Dmitry Medvedev, current number 2 of the Russian Security Council, said Wednesday evening.

The nuclear safety of Ukraine's Zaporizhzhia power plant is in a "precarious state," warned the director general of the International Atomic Energy Agency (IAEA), Rafael Grossi, in a statement.

According to the organization, the "last emergency power line" of the plant, damaged since March 1, remains "disconnected and under repair". However, it ultimately allows it to ensure nuclear safety and security, in particular by cooling its reactors.

The plant has been dependent for three weeks on electricity supplied by a single 750 kV external main line, and "any damage (to this line) will result in the total loss of all off-site power to the plant."

"Nuclear safety at the (plant) remains in a precarious state," Grossi said. "I once again call on all parties to commit to ensuring nuclear safety and protecting the safety of the plant."
