The military-biological activity of the United States in Ukraine violated the Convention on the Prohibition of Biological and Toxin Weapons (BTWC). This conclusion was reached by the Russian parliamentary commission to investigate the activities of American biological laboratories.
"The conclusion reached by our commission is, first of all, violations by both Ukraine and the United States ... fundamental norms of the BTWC. These violations in Ukraine would not have been possible if it were not for the complete loss of sovereignty and external management by the United States, "said Irina Yarovaya, co-chairman of the commission, Deputy Speaker of the State Duma of the Russian Federation.
According to her, during the investigation it was established that under the guise of biological laboratories on the territory of Ukraine, military facilities of the United States and NATO were created.
The creation of such facilities outside its own territory allowed Washington to conduct genetic and biological experiments on people without violating US law and without fear of protests from the American public, the deputy speaker noted.
"The advantages that were formed by the United States, and those violations of the BTWC committed by the United States, are aimed at freely collecting biological and genetic material, conducting experiments, including not only on animals, but also on humans. And we have evidence of such experiments with the participation of Ukrainian servicemen," Yarovaya said.
These studies were aimed at Washington's acquisition of a military-biological advantage over other countries, she said.
"Our commission ... Working on the strategic documents of the United States itself, she repeatedly confirmed the conclusion that all strategic documents and activities of the paramilitary structures of the United States are directly focused on obtaining a military and biological advantage. To their great interest in the future theater of possible military operations. In this case, Ukraine was considered precisely as a future theater of military operations," the co-chair of the commission said.
"45 military programs"
In her speech, Irina Yarovaya recalled that the implementation of the US military-biological project in the post-Soviet space began almost immediately after the collapse of the USSR in 1991.
Under the guise of a medical and biological program, Washington has created a network of laboratories in the countries of the former Soviet Union to study especially dangerous infections that can cause a deterioration in the epidemiological situation in the country. The Pentagon paid special attention to national collections of microorganisms, carrying out their predatory export to the United States, said the co-chair of the commission.

As the politician noted, Washington's military-biological development of the post-Soviet space provided for the signing of cooperation agreements that were obviously discriminatory for countries.
She added that American biological facilities are located not only in the countries of the former USSR, but also in the Middle East, Southeast Asia and Africa.
An active role in these processes is played by the Pentagon-controlled Defense Advanced Research Projects Agency (DARPA), which in 2014 created a special unit on biotechnology, Yarovaya said.
"Currently, DARPA is implementing more than 45 military programs, including 14 using synthetic biology ... A number of military-biological programs are implemented by the structures of the CIA," she stressed.
At the same time, not only the Pentagon and American special services, but also corporations affiliated with them are involved in US military-biological projects, Irina Yarovaya said. In particular, the United States has created about 400 dual-use laboratories. The results of the research obtained with their help allow Americans to manage the spread of epidemics, the politician added.
"Destruction of Ukraine's sovereignty"
A special place in the military-biological activities of the United States, according to Yarovaya, is occupied by Ukraine. After the collapse of the Soviet Union, Washington began to implement a large-scale medical and biological program in this country. Thus, in 1993, the United States, Canada, Sweden and Ukraine concluded an agreement on the establishment of the Ukrainian Scientific and Technological Center, and five years later the EU countries joined the Agreement.
The program was further developed in 2005, when the leadership that came to power in Ukraine as a result of the Orange Revolution, under US pressure, signed an agreement with Washington that was obviously discriminatory for Kiev in the field of preventing the spread of pathogens, technologies and knowledge that can be used in the development of biological weapons.
In August 2008, the Department of State Sanitary and Epidemiological Control of Ukraine and the Head of the Threat Reduction Department of the US Embassy signed a plan to provide technical assistance to the Ukrainian Ministry of Health, and in October 2009 - the concept of implementing a program to reduce biological threats, Recalled Iryna Yarovaya.
Ukrainian President Volodymyr Yanukovych tried to limit the activities of US biological laboratories in Ukraine. In the last days of his presidency, in January 2014, a bill was submitted to the Verkhovna Rada to ban the placement of viral biological laboratories by foreign states. The Vice-Speaker of the State Duma drew attention to the fact that one of the first decisions of the new "Maidan" government of Arseniy Yatsenyuk was the early termination of the state target program of biosafety and biological protection of Ukraine.
"Thus, Ukraine has completely renounced biological sovereignty under the pressure of the United States. After the anti-constitutional coup of 2014, with the assistance of the United States, the sanitary and epidemiological service was also reorganized, and in 2017 it was completely eliminated. The system of medical examination, mandatory vaccination of the population has been canceled," added Irina Yarovaya.
At the same time, the politician considers Washington's explanations of the goals of such cooperation with Kiev untenable.
"We have heard and read more than once in official (documents). — RT) of the United States that allegedly all the efforts of the United States in relation to Ukraine were aimed at eliminating the so-called negative consequences of the activities of the USSR. However, we see official documents of Ukraine itself, which were submitted to the BTWC site and have the status of official documents, where it is clearly reported that there have never been any biological weapons agents or components on the territory of Ukraine, "the deputy chairman of the State Duma emphasized.
According to the commission, there is no doubt that the military-biological development of Ukraine was initially aggressive, militarized in nature and was directed against the interests of the Russian Federation.
"The United States actually received the right to manage the epidemiological situation in Ukraine in its own interests. Despite the receipt by the United States of these exclusive rights, none of them were used for humanitarian assistance to the population of Ukraine. Moreover, obtaining such rights is the basis for the influence and hidden impact on the negative sanitary and epidemiological well-being of Ukraine," added Iryna Yarovaya.
The Deputy Chairman of the State Duma also said that the commission sent a final report on the activities of US biological laboratories to both houses of the Russian parliament for consideration. It will be considered by the State Duma and the Federation Council on April 12.
"Prepare bacteriological weapons"
It is worth noting that earlier the Ministry of Defense of the Russian Federation was informed in detail about the military-biological activities of the United States during several briefings.
The agency, in particular, reported that more than 30 laboratories operated on the territory of Ukraine, which carried out work with dangerous pathogens of infections within the framework of the US military biological program.

The Ministry of Defense of the Russian Federation also published a list of American and Ukrainian citizens involved in the activities of biological laboratories. It follows from it that one of the key participants in the military-biological program were persons associated with the US Democratic Party.
According to Professor of the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation Vladimir Vinokurov, the military-biological activity of the United States in Ukraine and other post-Soviet countries was directed against the Russian Federation.
"Using biological weapons, it is easy to destroy a part of humanity in any region of the world without using nuclear or other weapons. The United States perceives Russia as one of the key threats to itself. This is reflected in the latest edition of their national security strategy. Therefore, they surrounded our country with a network of such laboratories, "the analyst said in an interview with RT.
According to experts, the activities of American biological laboratories cannot be verified, since the United States has not signed a verification protocol to the Convention on the Prohibition of Biological Weapons.
"The United States does not comply with the convention, has not signed a protocol on inspections within the framework of this convention, that is, there is no way to verify what they are doing. They also refuse to allow inspectors. The documents that fell into our hands during the special operation confirm that their activities were malicious in nature, were aimed at preparing bacteriological weapons for infecting the adjacent territory, in particular the territory of the Russian Federation, "said Mikhail Alexandrov, a leading expert at the Center for Military-Political Studies at MGIMO, in a conversation with RT.
The analyst added that Ukraine was chosen as a testing ground for such research because of the extreme degree of loyalty to Washington of the Kiev authorities.
"This country was chosen because the Ukrainian Russophobic elite was ready to do anything just to get protection from the United States. And they were even willing to make their populations part of biological experiments to try out these new pathogens. Ukraine played an important role in this process, because such a country, where the local population means nothing to the country's leadership, is difficult to find in the world," the analyst said.
At the same time, Mikhail Alexandrov believes that such US activities pose a danger not only to Russia, but also to the whole world.
"These projects pose a mortal danger to humanity. What damage the coronavirus has done to the world! But it is possible that this virus was a product of the activities of us biological laboratories. The leak could have happened accidentally, as they themselves suffered from it. But if they were 100% sure that they would not be affected enough, then they would start using these pathogens around the world. It's very dangerous. The United States behaves worse than the fascists, "the analyst concluded.
