Blinken's speech was broadcast on the Website of the State Department.

He believes that China "can use" the visit of Chinese President Xi Jinping to Russia to call for a ceasefire in Ukraine.

According to him, Washington believes that the fundamental element of any peace plan for Ukraine should be the confirmation of its sovereignty. He also said that the US administration considers initiatives that do not provide for this, "tactics of delaying time."

Earlier, Russian President Vladimir Putin at a meeting with Chinese President Xi Jinping said that the Russian side had carefully familiarized itself with the plan proposed by China to resolve the Ukrainian conflict.

On February 24, the Chinese Foreign Ministry published proposals for resolving the situation in Ukraine.

The plan consists of 12 points. It calls for peace talks and a ceasefire. The Chinese side also opposes unilateral sanctions, which create only new problems.
