1. A paragraph is added to the general outline of the constitution as the third natural paragraph, which reads: "The Chinese People's Political Consultative Conference is a great achievement of the CPC in integrating Marxist-Leninist united front theory, party theory, and democratic political theory with China's specific conditions and with China's outstanding traditional culture, and is a great creation of the political system under the leadership of the CPC in the democratic parties, personages without party affiliation, people's organizations, and people of all ethnic groups and all walks of life." ”

2. In the third natural paragraph of the original general outline of the charter, "it is an important form of promoting socialist democracy in China's political life" was revised to "it is an important form of promoting socialist democracy in China's political life and practicing people's democracy in the whole process", and the phrase "is an important channel and special consultative body for socialist consultative democracy" in the original seventh natural paragraph was adjusted to this place. 3. All ethnic groups throughout the country have formed socialist ethnic relations of equality, unity, mutual assistance and harmony. Patriots in religious circles actively participate in the socialist construction of the motherland. People in the non-public economy and new social strata are the builders of the cause of socialism with Chinese characteristics. Compatriots of the Hong Kong Special Administrative Region, the Macao Special Administrative Region, Taiwan and overseas Chinese love the motherland, support the reunification of the motherland and support the cause of its construction.
