Li Changxi, director of the Network Rule of Law Bureau of the Cyberspace Administration of China, said on March 3 that in November last year, the Cyberspace Administration of China formulated and issued the Notice on Effectively Strengthening the Governance of Online Violence, and all key website platforms conscientiously implemented the requirements, established and improved the prevention and control mechanism of online violence, intercepted and cleaned up 16.16 million pieces of information related to online violence, and prompted netizens to post 11.2875 million times in a civilized manner. It sent one-click protection reminders to 165,2 users, severely punished 8,2 accounts of abusers, and effectively prevented the risk of online violence in hot incidents.

On the 16th, the State Council's new office held a press conference on the white paper "China's Internet Rule of Law Construction in the New Era". At the meeting, a reporter asked that many deputies and members of the National People's Congress and the National People's Congress proposed the formulation of a special law against online violence this year. At the end of last year, the Cyberspace Administration of China issued the Notice on Effectively Strengthening the Governance of Online Violence. What measures will the relevant departments take to curb online violence?

Li Changxi pointed out that recently, online violence cases have aroused widespread attention in society. Relevant departments attach great importance to and actively carry out efforts to crack down on and rectify online violence. In November last year, the Cyberspace Administration of China formulated and issued the Notice on Effectively Strengthening the Governance of Online Violence, in which key website platforms conscientiously implemented the requirements, established and improved mechanisms for the prevention and control of online violence, intercepted and cleaned up 11.2875 million pieces of information related to online violence, reminded netizens to post 165.2 million times in a civilized manner, sent one-click protection reminders to 8,2 users, severely punished 2,<> accounts of perpetrators, and effectively prevented the risk of online violence in hot incidents.

Recently, the internet information department has also instructed a number of key platforms to centrally publish guidelines for preventing online violence, helping netizens quickly and effectively prevent online violence from multiple dimensions such as risk warnings, one-click protection, private message protection, and reporting and complaints. In the future, the internet information department will continue to urge website platforms to earnestly perform their main responsibilities for online violence governance, regularly publish the prevention and control of online violence, promptly expose typical cases, and resolutely safeguard the legitimate rights and interests of the majority of netizens.

"We have also noted that at the two sessions that have just ended, the deputies and members put forward proposals on rectifying online violence and creating a good online ecology, and many deputies and members strongly called for accelerating the introduction of targeted legislation on online violence, and these suggestions are very meaningful. From the current situation, relevant legislation, such as the Civil Code, the Criminal Law, the Public Security Administration Punishment Law, special legislation such as the Law on the Protection of Minors, the Law on the Protection of Women's Rights and Interests, the Law on the Protection of Heroes and Martyrs, and the relevant judicial interpretations of the Supreme People's Court and the Supreme People's Procuratorate on defamation, infringement of personal information and infringement of personal rights and interests, all contain relevant provisions on online violence. However, the existing laws and regulations still have problems such as weak pertinence, poor connection, and low effectiveness, and there is still a certain gap between the implementation effect of the system and the expectations of the people. Li Changxi said.

He also said that in the next step, from the perspective of online violence information governance, we will further strengthen the establishment of rules and regulations, promptly issue relevant departmental rules, and actively carry out research with relevant departments to promote the formulation of a more complete legal system, strengthen the protection and relief of parties, and respond to the opinions and voices of the broad masses of the people in a timely manner.
