Beijing, March 3 (ZXS) -- On 16 March, the Information Office of China's State Council issued a white paper entitled "China's Network Rule of Law Construction in the New Era." The white paper systematically summarizes the concepts and practices of network rule of law construction since China's full-featured access to the Internet in 16, especially since the new era, and provides Chinese solutions and contributes Chinese wisdom to global Internet governance.

On March 3, the Information Office of the State Council of China released a white paper entitled "China's Internet Rule of Law in the New Era" and held a press conference in Beijing, inviting Cao Shumin, deputy director of the Cyberspace Administration of China, Li Changxi, director of the Cyber Rule of Law Bureau of the Cyberspace Administration of China, Yue Zhongming, director of the Economic Law Office of the Legal Affairs Commission of the Standing Committee of the National People's Congress, and Wang Xiaoguang, director of the Law Popularization and Law-based Governance Bureau of the Ministry of Justice, to introduce the white paper and answer reporters' questions. The white paper comprehensively introduces the construction of China's online rule of law and shares the experience and practices of China's online rule of law construction, divided into three parts: preface, main text, and concluding remarks, with about 1,8 words. The text is divided into six parts: "unswervingly follow the road of governing the Internet according to law", "Consolidating the foundation of the legal system in cyberspace", "Ensuring the regulation and orderly nature of cyberspace", "Safeguarding fairness and justice in cyberspace", "Enhancing the awareness and literacy of the whole society on the rule of law on the Internet", and "Strengthening international exchanges and cooperation on the rule of law on the Internet".

The white paper points out that China conforms to the general trend of global informatization development, bases itself on China's Internet development practice, integrates the construction of network rule of law into the strategic layout of comprehensive rule of law, continuously deepens the understanding of the regularity of governing the network according to law, develops in exploration, adheres to it in development, and forms a way of Internet governance with Chinese characteristics in the integrated promotion of legislation, law enforcement, judiciary and law popularization, providing Chinese experience for global Internet governance.

According to the white paper, China has formulated and promulgated more than 140 pieces of legislation in the field of networks, basically forming a network legal system based on the Constitution, relying on laws, administrative regulations, departmental rules, local regulations and local government rules, based on traditional legislation, and with special network legislation such as network content construction and management, network security and informatization as the mainstay, providing a solid institutional guarantee for the construction of a network power. China adheres to strict regulation of fair and civilized online law enforcement, and increases law enforcement in key areas related to the vital interests of the people. China adheres to judicial fairness and justice for the people, actively responds to the judicial needs of the Internet era, uses network information technology to empower traditional justice, improves online judicial rules, innovates online judicial models, resolves new types of online disputes in accordance with the law, combats cyber crimes, and protects the rights and interests of cyberspace subjects.

The white paper says that China actively carries out international exchanges and cooperation on the rule of law on the Internet, adheres to the principle of independence, complete equality and mutual respect, and works with other countries to participate in the reform of the global network governance system, promote the global sharing of opportunities and achievements of Internet development, and work together to build a community with a shared future in cyberspace.

The white paper was released in eight languages, including Chinese, English, French, Russian, German, Spanish, Arabic and Japanese, published by the People's Publishing House and Foreign Languages Publishing House, and distributed in Xinhua Bookstores nationwide. (End)
