Many interviewed cadres said that most of the difficult cases of letters and visits have a long time span, involve many subjects, and have complicated causes. Flaws and shortcomings in the work.

——Refine the separation system of litigation and visits, and focus on solving the problem of unclear responsibilities for judicial termination matters.
Petition officials in Sichuan, Heilongjiang and other places said that most of the law-related and litigation matters have been tried in court or have had trial results. Petitioners are dissatisfied with and do not approve of court judgments, but they are unwilling to go through judicial litigation channels and choose to "visit" Those who do not believe in the "law" and use "visiting" to put pressure on the "law" should strictly follow the relevant provisions of the "Regulations on the Work of Letters and Visits", and transfer cases involving law and litigation directly to the political and legal department at the same level, and no longer hand them over to the local letter and visit department.
Some cadres pointed out that according to the requirements of relevant documents, the grassroots party committees and governments will continue to resolve conflicts and disputes involving laws and lawsuits after the judicial conclusion, but the specific departments have not been clarified, resulting in unclear responsibilities, unsmooth transfer of termination, and grassroots responsible units. There are conflicts with the letter and visit department, and the follow-up resolution work is not effective. It is recommended to issue relevant documents to clarify and detail the transfer procedures for judicial termination of legal-related cases, the main body responsible for follow-up work, and the responsibilities of the letter and visit department, so as to effectively implement them. A number of petition cadres pointed out that among groups of repeat petitioners, it is more common to use visits for profit and to put pressure on them.
It is suggested that for those cases that have been handled in place according to the requirements of the "three in place", the petition procedure should be terminated, and a case termination database should be established to withdraw from the petition handling procedure, register and exchange information between upper and lower levels, and no longer assign individual cases to be supervised. At the same time, those petitioners whose cases have been concluded and who continue to press for long-term petitions and irrational petitions shall be included in the social credit investigation system or held legally accountable according to law.
