  The institutional reform plan of the State Council of China was submitted to the First Session of the 14th National People's Congress for deliberation on the 7th.

Focusing on multiple key areas, this plan tries to solve those difficult issues of great concern to the society through a reform "offensive" to improve the efficiency and effectiveness of governance.
