Governance Plan” to carry out comprehensive management of groundwater overexploitation in 10 key areas.

  The 10 key areas are: Sanjiang Plain, Songnen Plain, Liaohe Plain and Northwest Liaoning, West Liaohe River Basin, Huanghuai Region, Ordos Platform, Fenwei Valley, Hexi Corridor, Tianshan Mountains and Turpan-Hami Basin, Beibu Gulf , involving 13 provincial-level administrative regions, the groundwater overexploitation area involved covers an area of ​​161,000 square kilometers, accounting for 56% of the national overexploitation area, and the overexploitation volume accounts for nearly 70% of the national groundwater overexploitation volume.

  The plan is clear. By 2025, the annual reduction of groundwater overexploitation in key areas will be about 4.6 billion cubic meters compared with the current level, and the reduction ratio will exceed 40%.

Among them, the groundwater in the Liaohe Plain and the Beibu Gulf has achieved balance in extraction and replenishment; the decline rate of groundwater levels in most areas of other key areas has slowed down significantly, and ecological and geological environmental problems caused by overexploitation of groundwater have been alleviated.

  The implementation of groundwater overexploitation control is an urgent need to protect groundwater resources, improve the ecological environment, ensure people's livelihood, and achieve high-quality development.

According to the requirements of the plan, relevant provinces and autonomous regions should organize and formulate detailed implementation plans according to the plan, further refine target tasks and measures, increase law enforcement, strengthen financial support, strengthen assessment and supervision, and promote scientific and technological innovation and publicity and guidance.
