In the morning deliberations, Liberal Democratic Party leader Masahito Moriyama commented on measures to combat the declining birthrate, saying, "It's difficult to improve the number of births unless the workplace and society understand child-rearing, not just for economic reasons. It's unprecedented. It is said that you will work on countermeasures against the declining birthrate, but what kind of measures will you proceed?"

Prime Minister Kishida said, ``It is important to change the awareness of society as a whole, including companies, men, the elderly and single people, who have been pointed out to have little involvement so far. I would like to implement countermeasures against the declining birthrate.I would like to specify the contents to be enhanced, and present a rough framework for doubling the budget for children and child-rearing in the future by June's Basic Policy."

Concerning the budget for children and child-rearing, Izumi, head of the Constitutional Democratic Party of Japan, said, "It's a mistake to call it a 'children's diet' or a 'child-raising diet'. The new fiscal year's budget bill will increase defense-related expenses by 26.3% compared to the previous fiscal year. The Children and Family Agency's budget is only 2.6% higher. The Constitutional Democratic Party of Japan and the Japan Restoration Party have submitted a bill to abolish the income limit on child allowances.

Prime Minister Kishida said, "We plan to thoroughly review the state of child allowances, but we cannot discuss child and child-rearing policies as a whole with just one policy. It is important to present policies as a package, and stable financial resources. However, I would like to clearly organize and show how I think about it.We are working toward a solid policy."
