Superior Court of Justice of Madrid

(TSJM) endorsed this Tuesday the urban plan of

Madrid Nuevo Norte

by dismissing the

nine appeals filed

by different associations, individuals and companies (among others Ecologistas en Acción, the Regional Federation of Neighborhood Associations of Madrid, Muñoyerro Desarrollos Urbanos y Propiedades Chamartín SA) against the agreements of the Community of Madrid that definitively approved this

macro-project

.

key questions

about how the decision of the TSJM will affect the project.

What does the sentence of the TSJM mean?

It is the definitive endorsement of Madrid Nuevo Norte, that is, the court gives the go-ahead for the urban project to become a reality.

After the administrative setbacks, which took 28 years to approve, the judicial one was the last of the obstacles that remained to be overcome.

A historic step, now, for an urban development that aims to change the city and compete, finally, with other European cities.

There are no possible resources?

Yes, it is possible to appeal to the Supreme Court, although it is difficult for the plaintiffs to take that step considering that they have been ordered to pay legal costs and that the nine appeals filed have been dismissed in their entirety by the court.

What really changes this step in the progress of the project?

Little or nothing really.

As pointed out by Crea Madrid Nuevo Norte, the company behind the project, in the two years that the TSJM has been deliberating, they have been advancing in the management of all areas because they were sure that Justice was not going to knock down MNN because the demands were not against the project but against the Specific Modification of the General Urban Planning Plan approved by the Governing Council of the Community of Madrid in 2020. What the ruling does ensure is that there will be no significant delays in its development.

Where is MNN right now?

Currently, at Crea Madrid Nuevo Norte they are immersed in the execution initiatives of three of their four areas.

The execution initiatives are, in a few words, those that will define how the urbanization of each one of the zones will be developed and how the design of the public space will be: streets, green areas, street furniture... The idea of the company is to present throughout this 2023 the execution initiatives of Las Tablas Oeste, the Chamartín Business Center and the area called Malmea-San Roque-Tres Olivos.

Later, the Chamartín station area would arrive.

When would MNN start to be a reality?

Urbanization works will begin in Las Tablas Oeste throughout 2024, once the Madrid City Council approves the implementation initiatives.

And in 2025, in the financial district and in Malmea-San Roque-Tres Olivos.

Two years after the start of the urbanization, the first cranes for the construction of buildings could begin to be seen.

And when would the project finish?

Although progress has continued while Justice did its job, the endorsement that came yesterday from the TSJM puts, so to speak, the counter to zero.

In other words, from now on it would be necessary to add 25 years for the works of Madrid Nuevo Norte to be completed and this development, key for the city with the construction of 10,500 homes and a new Chamartín station that will become the first in Spain, be considered complete.
