Support for talents, actively introduce all kinds of talents urgently needed for green and low-carbon technological innovation and development, and strengthen the construction of talent teams.

  Not only in Tianjin, but looking at the whole country, relevant government departments in Shanghai, Jilin, Guizhou, Inner Mongolia and other places have successively released implementation plans on technology support for carbon peaking and carbon neutrality (hereinafter referred to as "dual carbon"), among which "enhancing green The ability to cultivate low-carbon talents” has become a content mentioned in the plans of all regions.

  Industrial and technological changes create new demands

  In 2020, my country proposes to adopt more powerful policies and measures, and strives to reach the peak of carbon dioxide emissions before 2030, and strives to achieve carbon neutrality before 2060.

This is the well-known "double carbon" goal.

  In fact, long before the “Double Carbon” goal was put forward, my country’s clean energy construction had already made great achievements. In the fields of hydropower, wind power, photovoltaic and hydrogen energy, energy storage and other fields, the training and construction of talent teams were proceeding in an orderly manner.

When the "dual-carbon" goal was proposed, a wide-ranging and profound economic and social systemic change began, and the talent team in the clean energy field began to embark on the transformation path to help realize the "dual-carbon" goal.

  Facing the new situation, can the original talent team meet the demand?

  the answer is negative.

  Niu Ping, director of the Development Service Division of the Science and Technology Talent Exchange and Development Service Center of the Ministry of Science and Technology, found in specific research that the lack of strategic scientists, the scarcity of compound talents, and the shortage of industrial talents have become the main characteristics of the current "double carbon" technology talent market.

  Niu Ping told the Science and Technology Daily reporter that facing the goal of "double carbon", general education is difficult to meet the training needs of compound "double carbon" scientific and technological talents, resulting in a mismatch between the cultivation of "double carbon" scientific and technological talents in colleges and universities and market demand.

At the same time, the lack of industry-university-research cooperation in the field of "double carbon" and the lack of industrial talents are the reasons for the shortage of "double carbon" talents.

  In terms of specific industries, it can be seen from the plan issued by the Ministry of Education that energy storage and hydrogen energy, carbon capture utilization and storage, carbon finance and carbon trading are particularly lacking in talent support.

  "The change in talent demand stems from the change in industry demand." Relevant industry experts said, "Before the 'dual carbon' goal was proposed, the hydrogen energy and energy storage industries focused on 'energy', but after the 'dual carbon' goal was put forward Finally, the focus of the industry has shifted to 'carbon'. In other words, the proposal of the 'dual carbon' goal has changed the technological goals of related industries such as hydrogen energy and energy storage from pursuing relative emission reduction rates to pursuing absolute emission reductions."

  Not only industrial changes, but technological changes will also bring about changes in talent demand.

  Carbon dioxide capture, utilization and storage (CCUS) technology is vividly called "carbon catcher", which can capture carbon dioxide from industrial or other carbon emission sources, and transport it to a specific location for utilization or storage, with emission reduction scale Large and obvious emission reduction benefits.

  However, for a long period of time in the past, carbon dioxide capture, utilization and storage technologies did not "combine", but were scattered in different industries.

With the continuous increase of carbon reduction requirements, the technical demand for large-scale low-carbon utilization of fossil energy has also increased, and carbon dioxide capture, utilization and storage technologies have been organically "combined".

At the same time, industry practitioners also need to complete the "cross-integration" of skills, knowledge, etc., and also need the addition of compound talents.

  Industry-university-research institutes promote talent training in multiple ways

  In Ulanqab City, Inner Mongolia, the Three Gorges Modern Energy Innovation Demonstration Park (hereinafter referred to as the demonstration park) has sprung up.

  While the achievements of scientific research have hit the "best in the industry", scientific research talents are also constantly emerging.

Statistics from the Three Gorges Research Institute of Science and Technology show that the group has trained more than 20 doctors, of which 15 young backbone R&D personnel have taken up the front-line positions of energy storage in enterprises.

  In addition to the industry, colleges and universities that take cultivating talents as their mission have also accelerated the pace of exploration.

  In September 2021, Tsinghua University established the Carbon Neutral Research Institute.

As an interdisciplinary research platform, the Institute integrates the academic advantages of Tsinghua University in related fields, faces the problems of scarcity of interdisciplinary talents in the "dual carbon" field, and collaborates to create disruptive core technologies such as low-carbon, zero-carbon, and negative carbon, and promotes carbon neutrality. and related discipline construction and high-level personnel training.

  According to Lu Xi, assistant dean of the Carbon Neutral Research Institute of Tsinghua University and professor of the School of Environment, the Carbon Neutral Research Institute of Tsinghua University currently has 8 research centers, and the research directions cover low-carbon energy, new power systems, zero-carbon buildings, and zero-carbon transportation. , In-depth industrial carbon reduction, pollution reduction and carbon reduction synergies, climate change and carbon neutral strategy, climate governance and carbon finance and other cross-cutting fields, use systematic thinking to promote the construction and training of carbon neutral talent teams.

  The key step is to change the concept

Since then, "Double Carbon" action plans have been introduced in various fields, the "Double Carbon" and "1+N" policy system has been continuously improved, and the policy measures for "Double Carbon" scientific and technological personnel training have been continuously optimized.

  On April 24, 2022, the Ministry of Education issued the "Work Plan for Strengthening the Construction of Carbon-Neutral Higher Education Talent Training System", focusing on nine aspects including accelerating the training of talents in short supply, promoting the transformation and upgrading of traditional majors, and strengthening the construction of high-level teachers. , to clarify 22 main tasks and key initiatives.

On August 17 of the same year, nine departments including the Ministry of Science and Technology issued the "Science and Technology Support Carbon Peak Carbon Neutralization Implementation Plan (2022-2030)", proposing to promote the construction of national green and low-carbon innovation bases and personnel training, and to cultivate and develop Carbon Peak Strategic scientists in the field of carbon neutrality, leading scientific and technological talents and innovation teams, young talents and innovative and entrepreneurial talents, to build a sustainable talent team for achieving the goal of carbon neutrality at peak carbon.

  "For the cultivation of 'double-carbon' talents, under the policy system of 'double-carbon' and '1+N', my country has continuously planned and optimized the training measures for 'double-carbon' scientific and technological talents, and the top-level design has been relatively sound." From scientific research talents to industrial talents, it is necessary to establish the concept of "carbon", improve their "double carbon" literacy, and let the "double carbon" concept take the lead.

In particular, government departments at all levels can create a good ecological environment for the emergence of various "double carbon" talents by carrying out actions to improve the "double carbon" literacy of scientific and technological talents.

  In the future, facing the training needs of "double carbon" scientific and technological talents, Niu Ping suggested that a dynamic monitoring mechanism for global high-level talents in key areas of "double carbon" should be established to provide decision-making reference for the targeted introduction and independent cultivation of "double carbon" scientific and technological talents; Strengthen the cultivation of interdisciplinary scientific and technological talents that meet the "double carbon" standard, and expand China's influence on the international standard platform.
