Florida Republican Congressman Matt Goetz submitted a draft resolution to the US House of Representatives calling for an end to aid to Ukraine.

In addition to Goetz, ten other congressmen signed the document, titled "Ukraine Fatigue Resolution."

“The House of Representatives believes that the United States should stop providing military and financial assistance to Ukraine, and calls on all warring parties to reach a peace agreement,” the document says.

According to Goetz and his associates, by providing assistance to Ukraine, the United States "inadvertently contributes to an increase in the number of civilian casualties."

It is worth noting that Russia has repeatedly stated that the supply of Western weapons is prolonging the conflict in Ukraine and that the civilian population suffers first of all.

So, in July 2022, Foreign Minister Sergei Lavrov, in a conversation with US Secretary of State Anthony Blinken, said that pumping Kyiv with weapons only prolongs the agony of the Ukrainian regime and multiplies the victims.

In turn, the press secretary of the President of the Russian Federation Dmitry Peskov on February 9, 2023 stressed that the supply of Western weapons lead to an escalation of tension and make the conflict "more painful and painful for Ukraine."

"Conflict of very high intensity"

Particular attention in the Goetz resolution is paid to the volume of assistance provided to Kyiv.

The authors of the document recalled that according to this indicator, the United States is the leader among countries providing support to Ukraine.

As noted in the document, the United States has already allocated more than $110 billion for military, financial and humanitarian assistance.

The resolution lists the tranches of military assistance provided to Kyiv in recent months and provides a list of weapons transferred to Ukraine.

According to the drafters of the document, such intensive supply of weapons to a certain extent depleted the resources of the Pentagon.

In support of this thesis, congressmen cite an assessment of the state of the US military reserves, made by the analytical center CSIS.

Recall that on January 9, 2023, CSIS published a report stating that it would take more than one year for Washington to replace the military equipment transferred to Ukraine.

“It will take many years to replenish stocks of most (though not all) logistics.

For most items, alternative solutions are possible, but a crisis could erupt due to a shortage of artillery ammunition, ”the report says.

For example, it will take 12.5 years to replenish stocks of Javelin anti-tank systems at the current US production volume, writes CSIS.

But even if the pace of production is accelerated, it will take about six and a half years.

Restoring an arsenal of Excalibur guided artillery shells will take seven years at current production levels.

It will take two and a half to three years to replenish the HIMARS MLRS fleet, despite the fact that Washington, according to the report, transferred only 20 such installations to Kyiv.

Finally, it may take about 18 years to replenish stocks of Stinger MANPADS if the pace of their production is not increased, the authors of the report say.

It is worth noting that back in April last year, Western analysts warned Washington that the United States was at risk of depleting its Javelin and Stinger arsenals by pumping Ukraine with weapons.

According to Matt Goetz, the United States is now in no position to spend its resources on Ukraine.

“America is in a manageable decline, and if we continue to spend taxpayer money on someone else's war, it will get worse.

We should suspend the provision of any foreign assistance in connection with the conflict in Ukraine and demand that all participants immediately reach a peace agreement, ”said the congressman.

According to Americanist political scientist Dmitry Drobnitsky, CSIS estimates may be justified, but it is problematic to check the real state of affairs in the US arms depots.

The Pentagon does not provide complete information on the state of the storages, and Congress cannot audit, so it is difficult to say how serious the situation with ammunition is there, the analyst explained in an RT comment.

“However, it is clear that a very high-intensity conflict is going on in Ukraine, in which the Armed Forces of Ukraine actually play the role of one of the armies of NATO and spend much more ammunition than the alliance spent somewhere in the Middle East.

For the US and NATO, this is the first such experience in decades.

For them, this is a non-standard situation, ”Drobnitsky emphasized.

Yuri Rogulev, director of the Franklin Roosevelt Foundation for the Study of the United States at Moscow State University, agrees that Washington may need some time to ramp up weapons production.

At the same time, he stressed that the opinion that the United States is “giving the last” to Ukraine is erroneous.

“The United States not only has the largest military budget in the world, but is also the largest arms exporter.

They sell and constantly produce a huge mass of weapons.

Another thing is Europe.

The military-industrial complex is not so developed there, and they are really forced to give Ukraine, one might say, the last thing, under pressure from the United States, ”said the RT interlocutor.

"Beat to the End"

At the same time, as Rogulev noted, the congressional resolution is not a legally binding document and, if adopted, will not affect anything.

“The resolution cannot change anything.

A resolution is a non-binding document, it is not a law.

This is just an expression of opinion.

It can only show how many members of the House of Representatives support such a point of view, ”the analyst explained.

Nevertheless, according to experts, Goetz's resolution indicates that there is a struggle in Washington between opponents and supporters of the White House's aggressive course in the Ukrainian direction.

“Opponents of supporting Ukraine and the continuation of the conflict cite a variety of arguments as a justification for their point of view.

One of them is the danger that the United States will soon have nothing to protect itself with such a level of supplies to Kyiv, ”said Dmitry Drobnitsky.

At the same time, the expert added that although the group of Republicans behind the latest resolution is small, it is able to "provide a certain headache for the White House."

“This group manages to make big statements, which is becoming quite a problem for the White House.

However, it cannot yet be said that the point of view of the opponents of the war is beginning to prevail in the United States, ”Drobnitsky believes.

The decisive influence on US decision-making, analysts say, continues to be exercised by people who advocate for going to the end of the conflict in Ukraine.

“The position of the White House now is to beat to the end.

It is clear that this will end sooner or later, as in Afghanistan, but the question is when?

Indeed, in financial terms, it costs nothing for Washington to support this conflict, ”Drobnitsky believes.

He added that such a policy of the White House really leads to a prolongation of the conflict, from which Ukraine itself suffers more than others.

“The supply of weapons is a continuation of the war, and the continuation of the war means sacrifices on both sides, but first of all, these are victims on the Ukrainian side.

Moreover, these are victims of two types: firstly, this is an ongoing continuous mobilization, which turns into the death of people, and secondly, these are victims among the civilian population.

But for Washington, all this is not a problem, ”the expert concluded.
