Will it be necessary to do a course to have a dog?

Yes. Whoever wants to have a dog as a pet should take into account that they will have to complete a mandatory course.

It is actually a basic knowledge course about the upbringing and maintenance of the animal that can be formalized either online or at the vet's office.

The test will include a simple test on the information provided in the course.

Will I have to have insurance?

Yes. Dog owners will have to purchase third-party liability insurance.

The policy that companies market for most breeds has a cost that ranges between 25 and 50 euros per year.

In the case of large or potentially dangerous animals, the cost can double.

For dangerous breeds this insurance was already mandatory.

Where can the animal be purchased?

Adoption and fostering are advised.

However, if the purchase is preferred, it must be taken into account that this can only be done in specialized hatcheries included in a Registry.

Those known as pet shops will no longer be able to freely sell puppies and neither will private breeders be able to do so without the corresponding authorization.

This point affects dogs, cats and ferrets.

Will the dog be able to stay alone?

In accordance with the norm, anyone who leaves a pet animal unsupervised for more than three consecutive days will be punished.

In the specific case of dogs, this period may not exceed 24 hours.

For shepherd dogs, the regime will be more flexible since it is understood that they live in spaces where they can go outside.

However, they will have to have a geolocation device and have booths to protect themselves.

How are potentially dangerous breeds regulated?

Finally, and contrary to what was established in the original text of the law, the 1999 rule on potentially dangerous dogs that affects a total of eight breeds is maintained.

Therefore, thanks to an amendment by Bildu that follows another from the PP, replacing the aforementioned law with a sociability test for the dog that barely included details does not enter into force.

How does the law affect hunting and working dogs?

Exempted from this regulation are hunting dogs, hunting dogs, assistance dogs, shepherds and those who work with the Security Forces and Corps.

This has been the most controversial point of the negotiation.

In the end, the PSOE amendment was imposed, supported by the PP and demanded by the Royal Hunting Federation, which excludes this type of animal from the law.

The regulations that protect them are already established at the regional, state and EU level and a special one to be developed by the Ministry of Agriculture is not ruled out.

In short, the principle that “these dogs are not pets” has prevailed over the motto “same dogs, same rights”.

Will the sterilization of dogs and expenses be mandatory?

In the case of dogs, it will only be mandatory if the animal has been adopted in a protective society.

In the case of cats, there is an obligation to sterilize them before they are six months old and also to identify them with a microchip.

Can I still have a canary at home?

Yes. With the new Animal Welfare Law, the capture, possession, breeding and trade of wild birds will be prohibited.

However, this prohibition does not affect parakeets and canaries, the most common birds in the domestic sphere.
