As Gusev explained, gambling seems to many people a simple way to earn extra money, but at the same time, any amount of money lost, according to him, is regarded only as an incentive for revenge.

“In turn, this is seriously aggravated by the gaps in the current legislation, as well as the imperfection of law enforcement practice, which allow, under the guise of activity of bookmakers and sweepstakes, to carry out activities outside the boundaries of gambling zones, which are essentially identical to the work of slot machine halls,” the explanatory note says. note.

As Gusev stated in a commentary on RT, in bookmakers you can see a computer screen and a keyboard on which some kind of game is visually played, for example tennis, but in reality it is just a computer program, like in a modern slot machine.

“In fact, it is an ordinary slot machine, although by law it is not.

People go to bet on sports, but end up in gaming slavery,” the parliamentarian said.

According to the draft law prepared by Gusev, it is necessary to clarify the concept of "slot machine", as well as introduce a ban on the use of devices that copy the operation of gaming equipment in bookmakers or sweepstakes.

As the interlocutor of RT explained, after the adoption of the law, such devices will have to work only in special gaming areas.

“So people will not fall into bondage,” said the deputy.

He added that today, February 8, at the plenary session of the State Duma, this bill will be considered in the first reading.

It is noted that the bill is supported by the government.
