China News Agency, Phnom Penh, February 5th, title: Qu Jiangang, a Chinese builder in Cambodia: be a pioneer bravely

  Author Ouyang Kaiyu Yu Xiangjun

Dark skin color, tough facial lines, strong upper arm muscles... The first impression Qu Jiangang left on people is that he is capable and vigorous, and he lives up to his name.

This is the imprint left by him in the sun and rain on various project sites in Cambodia for 16 years, from the KOH PUOS Bridge in Sihanoukville, Huadian Terminal, container yard to the Northern Railway in Sisophon City; From the Sten Vodai Hydropower Station in Kampong Chhnang Province to the Ajiang Water Conservancy Irrigation Development Project in Kampong Chhnang Province, many places in Cambodia have left him as a Chinese builder struggling overseas.

In 2007, Qu Jiangang was appointed by China Hydropower Construction Group 15th Engineering Bureau Co., Ltd. to Cambodia to implement the KOH PUOS bridge project.

A group of 6 Chinese employees, all of whom went abroad for the first time, shared 2 laptops and came to the unfamiliar Southeast Asia from the northwest of the motherland.

"The continuous girder structure bridge with a main span of 200 meters is indeed a challenge for me who has never seen the sea before." Speaking of the KOH PUOS bridge, the first project in Cambodia, Qu Jiangang, a native of Xi'an, was deeply impressed by it .

At that time, Cambodia was far less developed than it is now, and there were few repaired roads in the country.

Qu Jiangang clearly remembered that the project department had only one transportation vehicle at that time.

Therefore, every time he goes to work in Phnom Penh, he chooses to leave his car on the project. He first takes a bus to the outskirts of the city, and then takes a motorcycle into the city. Driving on the road with flying red soil particles, he never arrives in a disheveled state. .

When I first entered the Cambodian market, everything started from scratch, and it was very difficult to organize and allocate resources.

At that time, suitable steel bars and cement could not be bought in Cambodia, and could only be imported from abroad (such as Thailand and Vietnam), so it was necessary to plan the material procurement well—"If you buy it early, you need to spend more money to rent a warehouse for storage; If it is too late, the construction progress will be delayed.”

After the completion of the first project, on the one hand, he accumulated experience and was able to better grasp the construction progress in combination with Cambodia’s dry and rainy seasons; Flexible allocation of resources to improve resource allocation efficiency.

Projects start from nothing, from little to much.

Now, behind the story of Qu Jiangang, who is the party secretary of the International Engineering Company of the 15th Engineering Bureau Co., Ltd. of Sinohydro, is also a witness of the long-term development of PowerChina, which has been deeply involved in Cambodia for many years.

Recently, Qu Jiangang is busy with the start-up of the Bodhisattva Hydropower Project, a national key project in Cambodia, and the implementation of the No. 4 Highway Upgrading and Reconstruction Project.

Among them, the Bodhisattva Hydropower Station is a typical project for enterprises from China, South Korea and Japan to cooperate in the Cambodian market. After the project is completed, it will provide Cambodia with 369 million kWh of clean electricity every year. At the same time, the project has multiple functions such as power generation, flood control, ecology, and tourism. Cambodia's economy and people's livelihood are of great significance.

Highway No. 4 connecting the capital Phnom Penh and the important port city of Westport has been in use for many years, and the original two lanes can no longer meet the current traffic demand.

Funded by the World Bank, the No. 4 highway upgrade and maintenance project undertaken by China Power Construction will start in 2021. After the project is completed, the carrying capacity and safety factor of No. 4 National Highway will be greatly improved.

According to Qu Jiangang, containers are the most transported goods on this road, and container goods include clothing exported to European and American countries, and imported construction materials.

The small containers are 6 meters long and the large ones are 12 meters long. Each container weighs more than 20 tons. In addition to the heavy traffic volume and heavy rainfall in the rainy season, the road surface is crushed with potholes and the damage is very serious.

For this reason, they chose to prescribe the right medicine to solve the problem fundamentally, communicated with the owner specifically, and used more drainage pipes and culverts to solve the problem of flooding in the rainy season that plagued this road all year round.

Building bridges and roads is a livelihood project.

"Since we want to build roads, we must build them to the satisfaction of the local people." Qu Jiangang said that every time he heard local people praise the good roads built by Chinese companies and the ability of Chinese people, he would feel a strong feeling in his heart. A sense of pride, which also motivates him to always insist on creating high-quality projects according to the standards stipulated by the project.

During the epidemic, Qu Jiangang accompanied his front-line colleagues to carry out a series of work overseas.

We spent the Spring Festival in Cambodia this year, and last year in the project department in Thailand. We tried our best to give the opportunity of vacation to the employees who have been sticking to the front line for a long time.

"With the guidance of the 'Belt and Road' initiative, the international priority support of Power Construction Group and the 15th Bureau of Hydropower, and the selfless dedication of many outstanding international practitioners," Qu Jiangang said, "in the future, our team will continue to work hard here, in Indonesia, Thailand, Laos, Cambodia and other countries are not afraid of the wind and rain, forge ahead, and use practical actions to write a vivid footnote for the joint construction of the 'Belt and Road'."
