　　In order to provide greater convenience for personnel exchanges between the Mainland, Hong Kong and Macao, in accordance with the spirit of the "Notice on Printing and Distributing the Overall Plan for the Implementation of "Class B and B Management" for Novel Coronavirus Infection" (Joint Prevention and Control Mechanism Zongfa [2022] No. 144), now It is decided to further optimize the measures for personnel exchanges between the Mainland and Hong Kong and Macau, which will be implemented from 0:00 on February 6, 2023, and the relevant matters are notified as follows:

　　1. Full resumption of personnel exchanges between the Mainland and Hong Kong and Macao

　　Cancellation of appointment clearance arrangements for entry and exit via land ports in Guangdong and Hong Kong, and no quota for customs clearance personnel.

Resume group tours between mainland residents and Hong Kong and Macau.

　　2. Remote detection

　　People who enter Hong Kong and Macau, if they have no history of residence in foreign countries or other overseas regions within 7 days, do not need to enter the country with a negative result of nucleic acid test for new coronavirus infection; The government checks the negative certificate of the nucleic acid test for the new coronavirus infection 48 hours before the trip, and those who are negative are allowed to enter the mainland (infants and children under the age of 3 are exempted from the nucleic acid test).

The cross-border passenger transport unit will inform passengers of the above nucleic acid testing requirements when selling tickets.

　　3. Entry quarantine

　　After arriving at the port from Hong Kong and Macau, personnel entering the country will complete the necessary customs clearance procedures with the customs health declaration code.

Those who have a normal health declaration and no abnormality in the routine quarantine at the customs port can be released to enter the society.

Those with abnormal health declarations or symptoms such as fever will be tested by the customs.

If the test result is positive, after entering the country, they should be quarantined at home or in residence or seek medical treatment as required.

If the result is negative, the customs will implement routine quarantine in accordance with the "Frontier Health and Quarantine Law of the People's Republic of China" and other laws and regulations.

After entering the country, abide by the local epidemic prevention and control requirements.

　　4. Port operation

　　In order to ensure the safety, order, and smoothness of customs clearance and cross-border passenger transport, and further improve the experience of personnel exchanges, the port inspection department and cross-border passenger transport operators have strengthened organization, coordination and dynamic scheduling, so that the ports adjacent to Hong Kong and Macau in the mainland should be opened as much as possible. Customs clearance facilitation measures should be fully implemented, and the passenger transport capacity of the mainland, Hong Kong and Macau cross-border direct roads, railways, waterways, and air passenger transport should be fully utilized.
