Olesya Timokhovtseva, a 39-year-old resident of the village of Ivanino, Kursk Region, is raising nine children aged 2 to 14 alone.

Two more - the eldest adult son and a 17-year-old student daughter - live separately.

Olesya's husband died in 2020.

The family has been living in a one-story apartment building with stove heating for more than 15 years, which belongs to the administration of the village.

They got running water only three years ago, but there is still no bathroom and toilet in the apartment.

At the end of 2019, the family was recognized as being in a difficult life situation and put on preventive records.

Since then, employees of the Commission on Juvenile Affairs (KDN) regularly came to Olesya to check the living conditions and the condition of the children.

Each time, the commission remained dissatisfied with the state of the apartment, although it recognized that nothing threatened the life and health of the children.

The house in which the family lives has been in need of major repairs for more than ten years.

The administration of the village should allocate money for these works.

“It has been established that after 2012, Ivanin’s administration did not carry out a major overhaul of this apartment, no funds were allocated from the local budget, despite the awareness of the local government about the need to repair certain elements of the residential premises,” the conclusion of the Kurchatov Interdistrict Prosecutor’s Office, which in November 2022, conducted an audit at the request of Timokhovtseva.

After the next visit of the KDN in August 2022, Olesya wrote an application for her children to be temporarily placed in a social institution while the house was being renovated.

However, instead of improving her living conditions, the woman received a lawsuit.

The district commission on juvenile affairs filed a lawsuit to limit Timokhovtseva's parental rights and collect alimony from her in favor of the children.

Lawsuit for dirt in the house

In the statement of claim, representatives of the KDN stated that the mother of many children "evades the proper performance of parental duties."

The main complaint was the dirt in the house.

In addition, KDN employees did not like the fact that strangers were in the apartment during family visits.

At the same time, the members of the commission each time recognized that nothing threatened the health and life of children.

“The apartment has unsanitary conditions: dirty bedding, dirty floors and dishes, musty smell.

Children have an untidy appearance, ”says the court documents that RT has at its disposal.

According to the materials of the court, during the year the KDN brought Timokhovtseva to administrative responsibility seven times for the mess in the apartment, dirty clothes and bed linen, and twice for drinking alcohol in the presence of children.

The defense side stated that the repair in the house was not to be carried out by Olesya, but by the owner - the administration of the village of Ivanino.

Witnesses who know the family - doctors, educators, teachers, neighbors - speak positively about Timokhovtseva's children: they call them well-mannered and sociable.

However, many of them admit that the house was often dirty.

So, kindergarten teachers said that Olesya always brought and picked up children on time.

According to the local pediatrician, all children in the family are physically well developed and do not suffer from permanent illnesses.

One neighbor said that she had seen the mother walking with the children more than once.

Olesya's four children were able to express their opinion in court: three sisters and their brother said they miss their mother very much and want to live with her.

Lyubov Dmitrakova, a volunteer at the Church of the Assumption of the Blessed Virgin Mary in Kurchatov, who regularly helps the family, believes that Olesya loves her children and does everything possible for them, given the conditions in which they live.

“I have known this family for 14 years.

Olesya's children are well-mannered, physically strong.

Maybe sometimes they are unkempt or not very clean, but this is not surprising: they, in fact, wash themselves in a trough.

She washes clothes: no matter how many times we came, children's clothes were constantly drying on a rope in the yard.

How much we communicate, I have never seen her drunk, - said the interlocutor of RT.

“Yes, Olesya may not be very literate, but she takes care of the children.”

On November 14, 2022, the court decided not to limit the woman's parental rights and refuse to collect child support from her.

Despite this decision, the guardianship authorities did not return the children to Olesya for more than two months, and they continued to live in social shelters.

The head of the department of guardianship and guardianship of the administration of the Kurchatovsky district, Yulia Vokhmyakova, in an interview with RT, explained that the children were not returned home because the mother "did not create conditions for them to live comfortably."

According to her, while in social shelters, Olesya's children "did not experience stress."

“Specialists from state institutions told us that the children are cheerful, talkative, participate in all activities, and are active.

Children today do not have any such attachment to their mother, ”she said.

However, after Olesya went to the prosecutor's office with a lawyer, and journalists drew attention to the situation, the children were returned to the woman.

But the housing issue remains unresolved.

Moreover, according to lawyer Olga Dmitrieva, who represents the interests of Timokhovtseva, on February 1, the guardianship authorities actually forced the mother of many children to agree to renting a house on the territory of a recreation center in a neighboring village.

At the same time, according to the lease agreement, Timokhovtseva must pay for this housing: 1.3 thousand rubles a day - until May 20, 2023, the total amount of the agreement will be 117 thousand rubles.

“We are in shock: yesterday guardianship came to Olesya, handed her this contract, and she signed it.

Olesya is afraid of guardianship, she followed her lead.

Under the contract, they will be given a house in the forest, there is no pharmacy, no shop, no hospital within walking distance.

There is not even a washing machine in the house itself, ”said the interlocutor of RT.

“But the worst thing is that builders live on the territory of this base, who come to Kurchatov from all over Russia and from neighboring countries to build a power plant.

The head of the Kurchatovsky district, Alexander Yarygin, assures that Olesya will not pay her own money for renting a house at a recreation center.

“She herself will not pay: we will find an opportunity to pay for housing for the family, we will attract private investment.

The recreation center belongs to an individual entrepreneur, and the district administration cannot conclude such a lease agreement with an individual entrepreneur, so it was concluded with Olesya Timokhovtseva.

But I assure you that the mother of the family will not pay out of her own pocket, ”Yarygin said in a conversation with RT.

Nevertheless, Olesya and her lawyer intend to break the agreement and return to the house in Ivanino.

According to the law, the Timokhovtsevs have the right to expand their living space - the administration of the village must provide them with new premises.
