The doctors who left: "It is a political problem"

The Balearic Government chaired by the socialist

Francina Armengol

rectifies the pressure of its nationalist partners and will maintain in a majority and general way the requirement of having a

Catalan

degree to access and maintain a position in the public health of the archipelago.

This requirement had been provisionally suspended on the grounds of the

lack of personnel

to cover certain positions and categories of medicine and nursing in the Balearic health system.

However, the announcement of this language exemption, made a few weeks ago, unleashed an internal storm within the government pact by which the PSOE, with the support of the nationalists of

Més per Mallorca

and

Unidas Podemos

, presides over the community from 2015.

In recent days, the most Catalan wing of the Balearic government and the leaders of Més have expressed their direct opposition to the exemption of the Catalan requirement for doctors, mobilizing some satellite entities and threatening to take the matter to court.

Last week they even threatened the resignation of public officials as a sign of protest, something that, as has happened in other previous disagreements, has not finally occurred.

However, internal pressure from the nationalist party

with four months to go before the regional elections

has given results.

And it has led Armengol to rectify its position and order the public health department of the regional government (IB-Salut) to limit the exceptions to knowledge of Catalan as a prerequisite for access to health places.

The change of position has been made arguing that the data of the 6,000 applications already received have been crossed to cover the

2,300 places

called.

Checking in which categories the exemption for lack of doctors and nurses could be applied and in which it is not necessary.

15 deficit categories

In a statement released this Wednesday to argue and try to justify the change in criteria, IB-Salut has announced that of the total of 49 categories in which a selection process has been opened, there are 15 in which the places are not covered. with personnel who meet the Catalan requirement.

And that therefore "the majority" of places can be covered by demanding the title of the co-official language of the Balearic Islands.

Catalan will be required as a requirement with a moratorium period of two years, as planned until now, while in the deficient categories there will be "a process of linguistic accompaniment to improve the knowledge" of the staff that joins.

Therefore, in practice it means that in non-deficit places those who do not accredit the title will be excluded.

In addition,

the future mobility

of these personnel will be restricted, making it subject to knowledge of the language, accredited with an official degree.

Armengol has declared that this change occurs to achieve "make it possible to have the best possible toilets, guaranteeing linguistic rights in the Balearic Islands".

Before this lurch, the Government had admitted a few days ago that the exemption of Catalan had been devised to make the health places more attractive in the community.

reactions

From the main opposition group, the PP parliamentary spokesman, Antoni Costa, has expressed his "obvious surprise" at

"the constant changes of opinion"

of the president of the Government.

"He does not know what he thinks, the criteria to follow, or where to go; there is no course in this Community in terms of health," said

Costa

.

At this point, he recalled that "only two days ago" the leader of the regional Executive "admitted that Catalan was an obstacle when it came to hiring", but "today she completely changes her criteria", and has insisted on the PP proposal to offer their deputies to modify the law

"and that the Catalan language be a merit and not a requirement"

.

"It is true that Catalan is not the only obstacle, but it is one more", stressed the 'popular' spokesman, who also made reference to the housing problem in the Islands, to those derived from the insularity or to the "insufficiency "of "attractive" working conditions.

For her part, the spokesperson for Ciudadanos (Cs),

Patricia Guasp

, has "very much" regretted the "new transfer" of the president of the Government, Francina Armengol, to her partners in the Pact, after agreeing that Catalan be a requirement in the Balearic health.

"It is not the first time that he has given in to his requests (those of MÉS) regarding the requirement of Catalan," insisted the leader of Cs.

From

Vox

Baleares they have ironized maintaining that "the Government of Armengol seriously harms health" and promising that if they reach the government after the next elections in four months, they will eliminate the requirement of Catalan to work in public health.

The nationalists of

Més

have celebrated the decision adopted by the government of which they are a part and, despite the fact that the regional Executive itself has admitted that there are 15 deficit categories where the exemption is necessary, they assure that it is "false" that the requirement of domain accredited Catalan is a problem to fill places.
