It was around 4.30 on Monday morning that the man acted suspiciously by the waste bin on Celsiusgatan.
A passing police patrol is said to have become suspicious of the man.
He was arrested, interrogated and later detained by prosecutors.
In the last week, there have been 18 fires in Malmö, most of them in garbage rooms and garbage cans.
It has also burned in cars, at a canoe club and in a leisure park.
