The suggestion comes from the digital governance authority, Digg, in a report requested by the government.

- The card can be used to switch to other solutions and makes it possible to build services connected to a stable basic identity on the net.

Bank-id has "favored digitization"

Sweden today has no state e-identification, but mainly relies on bank ID, which is the big banks' solution.

- It has benefited digitization in Sweden.

We have been able to build many services based on the fact that many people use this and are used to making contact digitally, says Anneli Hagdahl.

Government e-identification is needed

The so-called "digital exclusion" is one reason why a government e-identification is needed, even if bank ID works well for many today.

Some older people find it difficult and complicated, some may not have a bank account, others have a coordination number but not a social security number.

The report from Digg will form the basis of a government investigation into government e-identification.
