Volodin added that the priorities of Russia's state policy are to help families, as well as to create all conditions for the development and upbringing of children.

Earlier, Anton Orlov, director of the Institute for the Study of Contemporary Politics, proposed allowing citizens to pay for housing rent from maternity capital.

Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, in an interview with RT, said that such agreements are quite difficult to check for the fact of cashing out mother capital.
