According to the political scientist, the steps proposed by RAND analysts are nothing more than "suggestions for reflection."

“They come from a certain scenario.

RAND's proposals are not multi-scenario; they assume that the scenario as a whole will be favorable for Washington.

And Washington will be able to lead the process of stopping hostilities in one way or another,” Bruter explained.

The expert also noted that American analysts touch upon the issue of guarantees to Russia, but at the same time they assume that Washington will decide what kind of guarantees these will be.

“They do not proceed from the fact that Russia’s interests will be respected in the future,” the RT interlocutor concluded.

Earlier, analysts from the American non-profit organization RAND listed four steps that the US authorities can take to resolve the conflict over Ukraine.
