The report pointed out that the accident occurred on the eve of the Spring Festival and during the special rectification of major hidden dangers in production safety at the end of the year and the beginning of the year, causing heavy casualties, bad impact, and profound lessons.
Preliminary investigations have revealed serious imbalances in the relationship between the efficiency and safety of accident-handling enterprises, the main responsibility for safety production is suspended, hidden dangers have not been completely eliminated for a long time, major loopholes in the safety management of high-risk inspection and maintenance operations, and special safety rectification has gone through the motions.
The circular emphasized that all regions, relevant departments and enterprises should further strengthen the concept of safe development, strictly implement the fifteen hard measures of safe production, focus on preventing and resolving major safety risks, and solidly promote the implementation of various tasks of hazardous chemical safety risk management.
It is necessary to immediately organize and carry out special investigation and rectification of "disease" operation of chemical equipment, strengthen prevention and control measures and timely rectify hidden dangers in key links, and immediately deal with and completely eliminate hidden dangers that may cause poisoning, fire, explosion and other accidents.
It is necessary to continue to deepen the safety diagnosis and improvement of hazardous chemicals and high-risk installations, strengthen the safety management of inspection and maintenance operations, and improve the intrinsic safety level.
According to the requirements of the notification, it is necessary to conscientiously implement the deployment of the national production safety video and telephone conference, comprehensively carry out safety risk investigations, and implement detailed control measures one by one for major hazards, potential risk points, and accident-prone links.
