WP: US failed to punish Saudi Arabia for cutting oil production

On October 5, OPEC+ oil producers at a meeting agreed to cut production by 2 million barrels per day from November.

Later, Russian President Vladimir Putin said that the OPEC + decision to reduce oil production is aimed at balancing the global market.
