In addition, human rights defenders received complaints from prisoners that the right to receive hairdressing services in the detention center, provided for by the internal regulations (IVR) of the pre-trial detention center, approved by the Ministry of Justice, is not ensured.

“The right to receive hairdressing services in a pre-trial detention center is directly enshrined in clause 62.8 of the PVR,” Volkov noted.

He recalled that this provision was one of the innovations aimed at humanizing the conditions of detention in pre-trial detention centers approved by the Ministry of Justice in July 2022.

The head of the PMC explained that the appeal was sent to Prosecutor General Igor Krasnov, since this pre-trial detention center belongs to the central subordination of the Federal Penitentiary Service, and the General Prosecutor's Office of Russia supervises it.
