(Focus Interview): Continue to focus on "the concern of the General Secretary".

On January 24, 2017, on the eve of the Spring Festival, General Secretary Xi Jinping came to Zhangbei County and entered Desheng Village, Xiaoertai Town on a snow-covered basis to investigate the work of poverty alleviation. Rural construction is combined to realize rich farmers, strong agriculture and beautiful countryside.

Previously, "Focus Interview" had reported the story of Desheng Village's poverty alleviation by relying on the development of miniature potatoes.

Over the past few years, the village has become more and more beautiful, and there are more and more industries in the village, which has also attracted college students to return to their hometowns for development.

Let's take a look at Desheng Village now.

Grassland Ark, Aurora House, Sunshine Ark... 15 buildings with different shapes, chasing the wind and the sun, warming the village in winter.

In August 2022, the 3rd China International Solar Decathlon Competition was held in Desheng Village. 29 well-known universities from 10 countries created a batch of intelligent buildings with their own characteristics and low-carbon emission reduction in the competition.

After the match, the local government funded and left these buildings in Desheng Village.

Xu Yaru, member of the Party Branch of Desheng Village, Zhangbei County, Hebei Province: "It caused a lot of repercussions, and many villagers participated in the construction of the building. It is a very precious asset for us, because now it can be used as some buildings In the later stage, they can be decorated into homestays according to their respective styles, especially in research and study.”

Today, the per capita annual income of villagers in Desheng Village exceeds 20,000 yuan, and the industry is booming.

Xu Yaru, who was born in 1997, is a member of the Party branch of Desheng Village. On the eve of the Spring Festival in 2017, General Secretary Xi Jinping came to Desheng Village to inspect the work of poverty alleviation and went to her home at that time.

At that time, Desheng Village was still a deeply impoverished village on the dam. The villagers lived in adobe houses, which leaked wind and rain, and the roads were muddy.

At Xu Yaru's home, the general secretary had a discussion with village cadres and villagers' representatives. He emphasized that it is necessary to explore effective ways to get rid of poverty according to local conditions, and to cultivate more sustainable industries for the poor.

These exhortations are still in Xu Yaru's ears.

Xu Yaru: "We used to be poor because of why we are rich now. In the past, because of the strong wind and sand and too much sunlight, we could not grow crops, and people depended on the sky for food. At that time, the general secretary said that we should develop according to local conditions, and help the poor and the poor. , to explore our own set of effective development paths. We keep in mind the general secretary's instructions and develop wind power and photovoltaics, thus forming a new energy industry."

The photovoltaic equipment planted in the ground like crops is called "iron rods" by the villagers. These "iron rods" allow villagers to earn more than 10,000 yuan per year, and the village collective has a stable income of more than 1 million yuan every year.

When the Spring Festival is approaching, villager Lu Jinwang is frying traditional snacks with the residents. His home is a two-story building with all kinds of furniture and appliances.

In the past, he was still a poor household, planting a few acres of Susukida, and every Chinese New Year was the time when he was most worried.

Lu Jinwang, a villager in Desheng Village, Zhangbei County, Hebei Province: "We rely on God to eat. If the weather is good, there is enough food, drink, and enough expenses. When it comes to the New Year holidays, especially when the children come back from school, they worry about it. When the children leave, they have to take money. Prepare money in advance, there is no money to change clothes for the children during the New Year and holidays, just rely on relatives and friends to borrow money to maintain life."

Later, another major accident happened to Lu Jinwang's family, and his wife unfortunately died of illness.

At the most difficult time, Lu Jinwang borrowed more than 30,000 yuan in foreign debt.

Lu Jinwang: "At that time, I raised two cows. After she got sick, she was sick for three or four years and sold the cows. It made things worse. She had to see a doctor, the children had to study, and they had to maintain a family life. It was even more difficult at that time, and I was afraid when I thought about it.”

The development of the photovoltaic industry in Desheng Village brought a turning point to Lu Jinwang's life.

In January 2017, General Secretary Xi Jinping visited Desheng Village. He came to the 400-kilowatt village-level power station to check the installation and operation status of the equipment and learn more about how the power station can play a role in benefiting farmers and helping the poor.

The general secretary was very happy to learn that after the power station was put into operation, the income from grid-connected power generation could increase the per capita income of poor households by 3,000 yuan per year, and hoped that this practical and feasible thing would be done as soon as possible.

With the guidance of the general secretary, Desheng Village accelerated the introduction of a 50,000-kilowatt agricultural and photovoltaic complementary project that year, and the project was led by the village collective to cooperate with enterprises.

Ye Runbing, Secretary of the Party Branch of Desheng Village, Zhangbei County, Hebei Province: "In 2017, after the general secretary came to our village for research, especially when the symposium was held, the general secretary emphasized that the grassroots should play the role of the fighting fortress of the party branch, and the train runs fast. It all depends on the headband. We summed up experience, learned lessons, and collectively worked on projects and industries to drive the villagers' economy. There was a 50,000-kilowatt agricultural and photovoltaic complementary project, and we thought it was a good project to stimulate the rural economy."

Desheng Village recognizes that the Bashang area has long sunshine hours and strong winds, which is very suitable for the development of photovoltaic wind power and other new energy industries, and is determined to make this "sunshine industry" bigger.

Through the transfer of land through the photovoltaic project, Lu Jinwang received 11 years of land rent at one time, which solved the urgent need of the family.

Since 2017, these "hardcore" have allowed him to get three incomes from photovoltaics, land rent and part-time jobs, plus other labor services. Now Lu Jinwang has a stable annual income of more than 50,000 yuan.

Since 2017, relying on the poverty alleviation policy, the village has demolished dilapidated bungalows and built beautiful two-story buildings for the villagers.

Li Pengju, secretary of the Zhangbei County Party Committee in Hebei: "The most valuable thing about new energy is that it can be consumed locally. If it is consumed locally, the development of new energy will have unlimited potential. Therefore, in the past two years, we have been promoting local consumption in rural areas. All of the 366 villages in the county have a collective income of more than 100,000 yuan, and some, like Desheng Village, have a collective income of more than 1 million yuan, and photovoltaic income accounts for a very large The annual comprehensive income is more than 150 million yuan, which solves the basic income problem of more than 64,000 poverty-stricken people in Zhangbei County, and the distribution of asset income is very high, so we call this industry "hardcore crops."

In addition to industrial development, the general secretary is also concerned about the protection of people's livelihood in the village.

In 2017, when General Secretary Xi Jinping visited the home of Xu Xuehai, a villager, he asked local cadres to conduct in-depth research on the problem of poverty due to illness and take timely and effective assistance measures to improve people's livelihood.

Nowadays, the industrial development in the village is getting better and better, and the social security of the people who have been lifted out of poverty is also more secure.

Xu Xiang, an 80-year-old villager, was unwell a few days ago and was diagnosed with emphysema. He was hospitalized for more than ten days and spent a total of more than 6,000 yuan.

Now the villagers have rural cooperative medical insurance, which greatly reduces the burden of seeing a doctor, and the insurance fee of more than 300 yuan per person per year is all paid by the village's photovoltaic industry income.

Since 2017, Desheng Village has undergone earth-shaking changes, from a dilapidated and muddy poor village on Bashang to a beautiful and clean livable village with diversified industries and guaranteed livelihood.

There are also new plans for future development.

Li Pengju: "The 20th National Congress of the Communist Party of China put forward very clear requirements on low-carbon, which is also the direction of China's economic development in the future, including rural development. Promoting low-carbon development, low-carbon industries, and low-carbon buildings is also our renewable energy source. Demonstration areas need to be practiced."

Now Desheng Village has found a new way of low-carbon development.

In addition to low-carbon buildings and low-carbon energy, the village has begun to develop more low-carbon ecological agriculture in recent years.

The pig shed where villager Wang Dengyun is working is one of the newly developed low-carbon agriculture in Desheng Village.

Xu Yaru: "We pay attention to low-carbon circular agriculture, because the living environment of pigs is on a fermentation bed covered with straw, we will regularly spray some microbial bacteria liquid, the bacteria liquid will quickly decompose pig manure, so as to achieve zero emissions, We will also dig out the entire fermentation bed, then use it in our planting base, and then do fattening to help the crops grow, and the straw for the crops can be laid in the pigsty, forming a cycle.”

The property rights of the breeding greenhouses are collectively owned and handed over to enterprises for operation.

In the past few years, Wang Dengyun worked outside and wandered around. After returning to the village in the past two years, he went to work in a breeding greenhouse for an enterprise, with a stable monthly income of 4,500 yuan.

Desheng Village has built 6 ecological breeding demonstration greenhouses with a total area of about 7,700 square meters. In the future, it will gradually form an industrial chain of "ecological agriculture + catering supply chain" and create more for the villagers with the model of "base + workshop + farmers". Employment opportunities at your doorstep.

Ye Runbing: "Through the company's introduction of advanced technology to our project industry, through the past few years, the benefits have continued to expand, the industry is getting better and better, and the villagers' job market is getting bigger and bigger. We will create a benchmark for low-carbon industries and create a low-carbon industry. A clean new countryside."

On the dam outside the Great Wall, Desheng Village lives and works in peace and contentment, facing the sun.

Desheng Village is not only "planting the sun", but also planting new hope for rural revitalization.
